There is so much undiscovered country/fluff they can draw upon, I can't see them expanding anything. In addition, I don't think they have the manpower/vision to do it right now. Look at the Heresy. Models and a campaign for that era would be bigger than Elvis....yet they can't keep an armies dex updated every decade right now.

I do think this is changing with an actual 'structure' to their releases, rather than just random ideas/miniatures/updates....but I think they have a lot of milking to do before they ever need to change cows. Bad metaphor is bad.

I'd find it really awesome if the plot would advance, finaly some new motivation to fight! The whole situation is dragging on a bit if you ask me. Evil races attack for the fun of it, imperial forces hold the line as good as they can. Now imagine something would actualy move all the imperial forces get them to attack, kick some ass, endanger the forces of chaos. Tau and Eldar really get pissed. If something big would happen that would be definatly cool. I don't think GW would go as far as reviving the emporer since that would completly change the setting, but bringing some important people back to the front would be awesome. Picture this, new campagnes, big stuff going on, important generals getting together fighting.
I'm not a pro on the fluff and I havn't been doing Wh40k for a long time but people have postet some really awesome ideas here^^.
Grey Templar's and Gore Child's ideas sounded cool to me. Plus some focus on special characters could really get some depths into the game. Some surprising plot-twists would be nice if not to far fetched.
as Grey Templar said "it also makes the most sense out of all theories. Emperor planned out/Knew the Heresy was coming, planned to die and be reincarnated as a God. Golden throne derailed his plan and it took him several thousand years to break something in the machine so he would slowly die."... now imagine Cypher knew that stuff all along and therefor wanted to kill the emperor^^. Stuff like that would be fun, the story needs a little revival and not the crazy "that crazy stuff happend in the past!" from the codexes if you ask me

A massive Tyranid hive fleet is about to engulf Terra when ! Suddenly, out of the belly of the hive fleet..yes! SQUATS!

Thousands of tiny fists ripping their way out of the Tyranid undersides causing massive damage and yet even more massive amounts of tickling.

Upon mostly laughing themselves to death and bleeding from countless many scratches the hive mind orders the retreat...for now!
