Oh, I'm not trying to force you to build it so people can put models in it - just saying about the scale.
Also, have you thought about including some elements in sketch up to show relative scale of various models when your city is at different scales?
Just helps people see how big the finished city will be

I have included humans in some of the pictures, as mentioned previously they are the tiny tiny dots here and there.
For example, look at the fourth "gate" from the left on the bridge. See the tiny spots? Those are humans:
So you can imagine the enormity of it all.

By the way, some more pics...
Been adding traintracks. Most of the trains will go through an "underground" (underneath the elevated components of the city blocks) route, enabling fast transportation of good and passengers throughout the entire city.
Working on new designs for some of the other districts. The landing pads zone was already a test for elevated blocks, but these are taking it to the next level. The two squared blocks are connected by a large bridge. Entry through the blocks will only be available through naval ship I think, not sure yet.
Working on more docks, figuring out the copy/paste function a bit better, but it's still not as easy as I imagined, selecting specific components and rotating them into the right configuration is still a bit difficult. None of the docks have cranes yet, but they might come once I get better at using the program!
This was originally the second dock I made. The original design was just a small elevated platform and two holes in the wall, now I've added four storage buildings, a silo, added more accents to the walls and created an arched wall between the two halves of the platform.
Smaller landing pads added for specific access to the big building in the center of the block. Note the people of the bridge crossing the building and landing pads.
I'm thinking of taking the paranoid/need for protection feel to the next level. The idea of having to draw millions of tiny windows on each of these huge buildings kind of bugged me. Furthermore, due to their size most people living in the buildings (who don't live near the edges of the buildings) wouldn't have windows/access to day light. I'm toying with the idea that none of the buildings will have windows at all. The outer walls are around 5m thick, basically becoming mighty bunkers of their own, able to withstand most types of conventional bombardments. You might wonder how these people would then get light. Who wants to live in total darkness? Conventional artificial light (famous yellow lights) isn't the way to go, whilst it adds to the whole grimdark feel of 40k, it simply wouldn't work. Suicide rates would be enormous. I imagine all the apartments inside the buildings have their inner walls covered with large screens which provide the illusion of windows. I guess that the supplier of those buildings (who is either the state itself or controlled by the state) would provide the feed for those screens. I imagine most screens would then demonstrate a beautiful outside world, or at least the normal outside world. In certain moments, lets say a war or conflict, a state of emergency could be declared; people are forced to stay indoors, the screens only projecting nice things rather than the conflict going on outside.

Update!
This is going to be one of the mega structures in the city. The tower stands about 700 meters tall!
The first block I started with is more or less finished, as in that all the buildings are in there. More details and stuff will of course be added later on.
The second block is starting to fill up.
Added a smaller fortress structure between the cities. In a 40k setting this might be an Adeptus Arbites outpost, in any other setting this might be a security forces command center.

This is what the entire city currently looks like. As you can see a second side is slowly being built. I might want to experiment with adding land areas to the city as well, so that it won't be that the entire city is built on water.
One of the new bridges, I'll add a human for scale later, it's rather huge, spanning over a kilometer long!
Another bridge spanning the river, also over a kilometer long. I was kind of influenced by that large freeway/bridge thing you see in movies/videos/shows about Miami.
A new tower, the round platforms on the top are landing bays for smaller shuttles. The stands at exactly 800 meters tall!

Nice work so far! Is it a surrounded by water? Will you be rendering it to any greater degree of detail or is it just purely a framework? Do you think it is getting beyond it's original estimated population? And finally not sure if you are more of roleplayer but do you plan on basing any modelling on it? PS. Where's the red light district?

All the green stuff is supposed to be water. I will later on try to experiment with adding land masses to it as well, only problem is that on sketch up I'm not really able to make super organic shapes yet. As for the rendering, I hope to do it at a later date.
As for the population, I will need to rethink some of the concepts, population numbers will be one of those things. I can imagine this city (once complete) to have multiple millions of people, but the exact amount will depend on the size of the city.
Modelling: the original premise of the project was to physically build the city, but because of time and finances I have not yet been able to do this. However, my girlfriend has been pushing me to retry it. The plan now is once we've found our new place we will most likely build a city (probably on a smaller scale than the one drawn here) on the ceiling of one of the rooms.
Red light district: I have done a little bit of pondering about prostitution in the city. The 1984-esque atmosphere would probably try to ban sexuality since it wants everybody loyal to the state. However, this city's paranoia/totalitarianism would be more based on a modern system rather than a Stalinist model, entertainment and prostitution would very much be present, but instead of the city having separate districts for prostitution and other forms of adult entertainment, I can imagine some sort of entertainment centers inside the large buildings. Note that most people live, work and entertain themselves in the same building. "Entertainment booths" will be present inside the building, the screens inside could provide those present with concerts, movies, but also x rated shows and so on. However, I can also imagine more "old fashioned" forms of prostitution, pimps working at the docks and that sort of thing with the state (be it Imperium or whoever, not that set yet on the setting/universe) probably turning a blind eye to it.

I'm not totally happy with the concept yet, but I am learning new tricks with the program. I'm probably happiest with the turbines on the bottom of the vehicle and its colour...

I will continue with vehicles later...first more city stuff!
I decided to change the color of the water, to make it look more natural. I've also started adding land, more specifically mountainous rocks, to the picture. I imagine that a lot of the mountains have been hollowed out, enabling various facilities, such as powerplants, factories, farms, military installations to be placed in there.

I have been doing some thinking on that, but it didn't seem that realistic to me. Do you know a city with a missile installation in the mountain right next to it? I might expand the terrain with more kilometers later on, then we might be seeing some defensive installations and such!

Started working on the "green district". As the city expands I imagine that it would be divided into districts or zones. Each of these districts would have a colour. The first one was red, the second one will be green. Dark blue, orange and purple will be added later. I might also expand a bit beyond the mountain range, but we'll see about that!

There are various landing pads spread throughout the city, the block with the large circles in it will be the main "shuttle port", which functions as some sort of space port I guess. I imagine that most stuff is transported through the use of relatively small shuttles instead of gigantic space ships docking on to it, those ships simply remain in orbit.
