It needs a horde and an elite, a shooty and a choppy. That means that if we wanted to shoehorn 'crons in then we would have to pick either Orks or 'Nids. Personally, I don't want orks 2x in a row (rather I dont think it is going to happen) so that would leave little Jimmy to choose between souless all devouring monstrosities or... souless all devouring monstrosities.
Sorry Necrons, not gonna happen until the world is ready for orks again.
If we don't want Spessss Marhines again, I think that the best combination of shooty, elite, choppy and horde is the CSM and IG. It gives clear "good guys" and "bad boys" with one having a human face and heroic disposition, while the other has an inhuman mask or deamonic face, with lots of spikes and atrocities to their names.
The odd job, but workable matchups are Tau and CSM, IG and GK, 'Nids and SOB, Tau and SOB.
Note that there are no Eldar armys listed. They do not belong in starter sets.
For the record, I agree 100% with AlexHolker, and think that the DA, as a seperate codex needs to die a quiet and ignoble death at the hands of the 6th edition SM book. They are a codex chapter, I fail to see what makes them special at all barring having the 6th company be the 2nd for some reason. Maybe having more than one Reclusiarch?

Either the Hive Fleet vs Tau, or the 13th black crusade (IG vs CSM). Both would be fun and lead us away from marine spam. And hey, out of those 2 sets, I would start and army with 3/4 of those options.

Actually, why not BA vs Tau? Its a good match up, would mix it up from the Ultra marine spam (As far as I am concerned, AoBR was really Rynn's world), and still have a clear good and bad guy while nothing is really too dark and scary for the young-ins.

Why BA? You can't specialise the Marine miniatures in the Box Set because it means that Ultramarines will be replaced as the hate figure of 40k with whatever chapter is chosen to step into their very blue shoes... they have to be bog standard generic plastics!
BA fans have had their leg up in the plastic miniatures with Space Hulk anyway. Whilst they were mint miniatures they should have been generic marines so that any chapter could be adopted. I had to spend hours carving my way through them to make them Imperial Fists. I don't fancy doing the same thing when another edition of 40k is released!
Having already posted earlier and read a few comments I'm coming round to the Guard vs CSM thinking... it's different and theres potential for a downed Valkyrie in a crashed aquila style as well as the chance of them providing tanks/dreads/sentinels in the kit.
Catachan? Cadian? Mordian? Tallarn? Valhallan?

I see where you're coming from... if they made an assault specific marine force, with a Jump Pack unit and maybe a drop pod for the tac squad that would be pretty cool. Or even a pimped up Vanguard Vet kit... and vs a gun line force like the Tau it would incorporate two different gaming styles. My main objection would be the blood drops/angels/crosses/wolves etc that they'd put on a chapter specific release!

Preferably one of the "big" armies that aren't space marines. The hobby is saturated with Space Marines. It would also be nice with a starter set.
By "big" I mean one of the major antagonist factions - Eldar, IG, Tyranids, Orks mainly. The armies that get the universe in action and give the Space Marines something to do. Seriously, if you want an army to feel elite, you don't stick them into every single starter set or kid throat you can find. (Chaos are a bit too disparate and suffer too much from being Emo Marines, Tyranids have all the glory that Chaos are supposed to have, right now it feels like Chaos are the equivalent of cheerleaders - not really part of the action, just there for the spice)
After all, if Space Marines are supposed to be the saviours of mankind, who shall they save mankind from when no one play xenos?

well, realisticslly, it would be SM and something like eldar, DE, chaos.
I was thinking "wow- would'nt it be nice to have DH or SoB?" until i realised that despite the fact that that would make my army cheaper, those armies would soon be bogged down in noobs. One of the reasons I chose DH was that it was different, non-mainstream, unusual. (and the models are cool, and I wanted something that SM will be beaten at 1vs1 for once) But having loads of noobs doing it...that would take the fun out.
I wish that it would be either eldar, DE or IG. I know SM will be in it for many editions to come, though.

I'd say that "ideally" you want relatively mainstream armies that also aren't commonly played.
By mainstream I mean, easy enough for new players to get into, so let's say... lots of plastic kits (so no Inquisition :<  and yet perhaps not played much (Eldar?)
If I were to pick two races I'd say Eldar and Tau... but that doesn't make much sense fluff-wise so hey, Eldar and Guard?

I do not share nor respect this view. I want lots of people to play Sisters of Battle so that GW will provide more plastic support for them and similar armies (like the Valhallan 597th).

Because the reason you only see Cadians and Catachans is because the Squats have received more miniature support than all the other regiments put together in recent years, not because they were somehow less deserving. How many people would have picked plastic Catachans over plastic Steel Legion or Tanith, if they'd had a choice?

Id have to say the most feasible proposition would be IG vs CSM. I understand the idea of the thread is a desire for a different starter, but you have to keep in mind the starter isn't just for you. It has to represent the hobby to someone who hasn't seen this stuff before. 9/10 little Timmy's go straight for 40k and nearly every single one will pick space marines for his starter game because the SM attract the eye and are similar to so many other "heroes" in our culture. Master Chief, Starcraft what ever you name it, kids are increasingly sold on armored space super dudes.

I think IG vs. CSM would be cool too, maybe they could have a plastic Commissar or Psyker Battle Squad.
But it will almost certainly be SM, so I think it will not be SM vs. DE, nids, or Orks because they have already released them in previous starter sets.

they will have to pick two armies that are easy to play and rather forgiving to beginners. If they come up with something like Eldar VS Tau you're gonna have alot of newbies angry about how they cant seem to win a single game using the "point and shoot" tactic. A few of the Non-imperials that I can think of that can do it are the Nids and Orks, both are viable as point-and-shoot armies with more finesse as you get into the game. Cron's might also be good (assuming that their new codex doesnt overturn their playstyle) since the basic trooper can theoretically kill anything in the game on a good dice roll, which presents more flexibility on a model-by-model basis rather than squad basis. Imp Guard VS Crons is what I wanna see.

If you want a beginner to have alot of variety, I would also say tyranids vs tau. That you get to very different armies to start out with.
