The few that do are generally okay.
Not many species have the tech or the numbers or even the capability to take over the galaxy. In a way the IoM is saving everyone by fighting the Tyranids as it seems unlikely that any of the other races could actually take them in a straight fight/galaxy winning battle. Maybe Orks... and Necrons.

Xenos or traitor need to kill some fools and get some slaves/heads? Just attack the nearest IoM planet, it's probly not well defended and has a corrupt governor anyway.

The T'au would rise because their the most civilized and orginized to actually do any "ruling".

1. The orks are dim-witts and will fight with themselves/anyone, no-one is in power for long
2. Nappy time for Necrons
3. Chaos are just tons of disorginized warbands and they'll all grow feet out of their necks.
4.Eldar and Dark Eldar already got a shot to rule/ to few
5.Tyrainds go: OMNOMNOMNOM and eat whatever they can.

Apart from the fact that Tau cannot actually get out of the section they have already.
Also Chaos could quite feasibly take over much of the galaxy but it would be difficult.

In the event that said fleet gets caught in a galatic roach-motel in transit, then probably the Tau, much to my chagrin. GW has been setting them up for success.
Orks, not so much. Too much internal strife, same with Chaos. Necrons time in the sun is over, they will be a nuisance but thats it.
In another train of thought, I can see the Realm of Ultramar becoming a major power. I could see them consolidating a large amount of territory. Problem is their proximity to the Tau

They had a ship that could destroy entire worlds and took the sacrifice of an entire SM chapter and the firepower several sector and SM fleets to destroy.
They probably have more than just that 1.

They almost did it once and then they were fighting a far more powerful force than any in the present day.
And Tau cannot take much over, the distance is too great and they have no way of travelling quicker.
If anything Orks would simply take everything over and that would be it. No actual empire just a lot of orks.
Eldar would keep dodging the genocidal bullet and DE would keep torturing.
Chaos could randomly go on crusades and may make some kind of anarchical empire but it there would be a lot of infighting.
Tau could take a few more planets and then would have to stop but they could maintain their empire.
Necrons probably wouldn't bother waking up and simply stay where they are.

Yes, they almost did it once. A long, long, long time ago. Where does it say they have the ability to do it again in a galaxy that has changed drastically. Honestly I think the status quo will probably remain.

The galaxy was far more badass back then. They were fighting the guys who made Orks, Eldar and Humans (to name a few). And dont forget most of what we have seen are farmers and milkmen. The lowest people have gone into the tombs is 2 or 3 levels. And tombs go down deep. Not to mention that there are still innumberal undescovered tombs.
