The only stable land on Fenris is the continent where the Fang is. The Fang is the only thing worth attacking. The Fang has a metric  ton of guns and is pretty much indestructable.
Aye but isn't most of the rest of fenris stable for large portions of the year, only when the eliptical orbit brings it closer to the sun does the tectonic upheaval happen?
Yeah but there is nothing to invade...
No cities, no supply stations. Nothing.
The Fang is the oly thing worth attacking and it's more than likely gonna get you killed.

Who would want to live on Fenris anyway? The damn place is frozen all year, temperatures never exceed -65°C, the few continents suffer from catastrophic earthquakes every two minutes and are covered by ridiculously giant wolves and other monsters from Ice Age (the era, not the film), same things for the oceans (when they're not frozen) and its only inhabitants have only one wish: to put an axe in your face.
SW don't need a pdf, their very planet is more dangerous than a warband of Khorne addicted to amphetamines!

If I remember, SM chapters only recruit from either Hive Worlds or Feral Worlds, both of which yield hearty men which is a basic need for Marine stock. Hive Worlds generally contribute Criminals and the like, while Feral Worlds weed out the weak. There are also chapters that have different recruitment methods (I'm assuming Ultramarines, as Ultramar seems relatively normal compared to the rest of the galaxy, and Black Templars,as they recruit from any world that they happen by on a Crusade, as well as any number of fan-made successor chapters). The PDF would answer to the Planetary Govenor, which would be the case with Chaptermasters. However most Feral Worlds probably do not have a PDF to begin with (Imperial policy seems to be to leave these places be, so that they are not interfered with), while Hive Worlds likely only give the Planetary Govenor as an honorary title to the Chaptermaster, having Imperial Citizens taking over the actual day to day duties of running the planet.

Well, the Blood Ravens for a start. If I remember well, one of their recruiting world is a hive world (named Meridian).
I also remember reading a short story about mortifactors, maybe in the book "victories of the space marines", or something like that. In this short story, a few mortifactors were former sub-hivers. I guess various other chapters recruit from hive worlds.

The Imperial Fists would be the first one that came to mind.
They recruit from pretty much anywhere they can without encroaching on another Chapters recruiting territory. One of the named planets they recruit from, or have in the past, is Necromunda.
The Blood Ravens do indeed also have a hive world, one Meridian, as one of the worlds in their recruiting sector you are tasked to defend in Dawn of War II.

Terra is indeed considered the homeworld of the Imperial Fists, and they are the only Chapter allowed to recruit from the population. But yes, they are primarily based in the space-bound Fortress Monastery 'Phalanx'. However, that does not mean they don't recruit from hiveworlds, which is what I was pointing out. The reference I was using was from the 'Inquisition War Trilogy', where Captain Lexandro D'Arquebus is stated to have been recruited from a gang on Necromunda.
Also, it is unlikely they would recruit from a PDF in any form. From the written works, it is implied the PDF and Imperial Guard are both recruited from youths in their mid-teens or older, which is right on the cusp of being too old for implantation, if not over the age.

I second that.
In addition, the PDF is always described as being a ragtag militia with very basic training and the courage of a gnawer family, I doubt the SM would hire recruits from these people.

PDF is never described like this...
The PDF change from planet to planet. At the best they are armed like Imperial guardsmen with the same training and equipment. At worse they are a militia with little training and equipment. There are lots of bits in between. Some guard regiments are raised from the ranks of the PDF especially the officers.

Yeah fine. I was exagerating a bit. But it is a fact that Imperial commanders tend to despise the fighting qualities of the pdf. This is mainly due to the fact that, as a reserve and garrison force, the PDF is rarely engaged on the field. Thus, most of PDF troopers dramatically lack combat experience.

They lack combat experience but they have been known to fight as wellas if not better than standard forces.
Imperial commanders hate them because they are a random entity and also the IG look down on the PDF.
