Well, I'm sure an Eldar could. I just don't see why any Eldar would go around licking Assault Terminator elbows. Doesn't seem very sanitary to me.

A termi would probably have a moderately difficult time getting up in the event it fell over (unless it has a thammer, in which case no problems), i cant see all that much capable of making that happen though.
With all the servo motors and gyro stabilizers built into the armor the thing stays upright hit in the chest with a battlecannon shell so ...
