Yes, it can be taken in casual games, but only if your opponent allows it. Forgeworld is not listed in the rule book as a source for rules required to play the game. That would only be your rule book and your army codex.

If you buy one, don't expect everyone to be willing to play against it.

Can it be taken in FLGS tournies? Can it be taken in a Grand Tourney?

Well, the good news is that if you buy the model, you can still just use it as another kind of Landraider, so there is no real lose here.

Actually, the rulebook states that the "best" way to build an army is using an army list from a codex. There is no definitive statement on valid sources for army lists and units. (and, FYI, all of the IA books wear the 40K Expansion logo)

You'd put the Eldar Nightspinner into the same category then? Since the rulebook doesn't specifically allow units from WD.

That one's sort of in its own class: the WD and now the website say that it is a codex unit.

The final version of the rules is 325 points and the -1 to damage rolls is for penetrating hits only.

Other than that, its the same as the online PDF.
