I happen to think it is a good one. Those that field Land Raiders or in my case BWs looted from LRs now have a choice. Move it on at an angle so only one LasCannon/offensive weapon can draw LOS or move it on more than 6" forward and use POTMS to fire one weapon. You want to leave a unit with SnP in reserve rather than DS it, then you also run the risk of loosing them when they walk on the table.

The question is definitely not as cut & dried as I had thought.

IMO, however, the concept is still the same. It's still a unit special rule. S&P for a model with a base wider than an inch could be said to be stopping the model from moving, if it prevents them from getting on the table at all. Hrm.

S&P limits movement, it doesn't disallow movement.

An example of a special rule disallowing movement would be Fire Frenzy preventing a Chaos Dread from moving into the board. In this case it would move on as normal.

Tier 1 is the new Tactical.

I concur about the dread, but if movement is limited in such a way that it wins up being entirely prevented (as with Oblits failing to get onto the board), than that movement could be said to have been disallowed.
