Maybe this was because the cost of someone taking the time to break up the sprues of bases was more then if they just tossed in several extra bases with every figure. Given that being the case it makes their approach to rather exorbitant pricing on a bag of bases somewhat interesting and even less justifiable.
If I may be an old geezer for a moment, they used to do this with bitz service stuff as well... In that case, they'd try to guess how many bases you'd need and would throw in a handful...

I once got a box of necron warriors without the little green rods, so I called in and told them. Two weeks late, I got another box of warriors, as well as a destroyer. As it has been mentioned, GW's customer service is awesome!

Ive had a parcel sent to me with someones address sticker with mine put roughly over it. Contained modelling files and two washes. Kept it and got them to send my white dwarf model again as here had clearly been a mix up.

The closest I have come was ordering a bunch of paint and primer and 3 weeks later I hadn't received any of it so I called and the cs guy said they'd ship me a whole new set... a couple days later it all arrived at once the first box had been marked as media mail which explained why it took so damn long.

This is silly! Buttons are not how one escapes dungeons! I would smash the button and rain beatings liberally down on the wizard for playing such a trick!

I've only once wanted to be dishonest with GW.
I bought AoBR (before I was on dakka) and it came with no termie bases. So I shelled out more money to buy a set of bases.
After hereing about their CS, I contemplated about telling them my termie box was missing a sprue, to get 5 more free termies, but I decided against it.
And Bloodhorror, shame on you. You already got one free, you didn't need another
