You need to consider cost of purchasing the army, learning curve of the army, and actual strength of the army.

For example, Dark Eldar can be really powerful, but the a competitive 1500 point army is fairly expensive in comparison to others, and has a steeper learning curve than most others.

actually I started with SoB and U think it was the challenge that helped me learn faster then most SM players

My first army was also SoB. Yes, the models are expensive, but you can find them second hand. Since they are metal it is easy to strip poor paint jobs off them and its easier to find used models that aren't beat to hell.

Sisters are brilliant against MEQs when played right. The only armies in my LGS that I flat out couldn't beat were green tide Orks (120 or so models at 1500) and Dark Eldar.
