And now few clarifications:
The Tank Chase, while brilliant movie, was not made by me. I am a lego builder and a wanna-be designer, but my movies usually are 'meh' quality at best. Plus I do not own a GW Land Raider model
GW would never allow it, even at the astronomical cost that lego demands, it's still cheaper than GW.
Actually, believe or not, parts for marines cost about 8$ for a single one - and that is when you know where to look for them! And I won't even say how expensive were electric components for the tank. Battery itself, about 60-70$. And the Land Raider will have two... and twice as many motors... So sadly, this is not a cheaper alternative, it is exactly the opposite. Not to mention fragility, size and lack of stands... so don't worry, Lego won't take GW over, ever.
Lego Factory - if you think 8$ for few pieces for a marine is a rip-off, then know that Lego Factory would charge about 20$ for the same. That is, if they had all parts available which is rarely the case. Not to mention quality of the software, which allows for very basic angling and nothing more.
The truth is, buying Lego from Lego is by far the most expensive way to get Lego. Go for ebay, stores, bricklink, whatever, but stay away from official distribution channels.

The marines were very good, the predator was a stroke of brilliance, but everyone seems to be missing the awesomeness of the dreadnought!! That looked amazing! I loved the whole lot!

"Lego Technic" is actually a very vague term. There are so-called "System" sets and "Technic" sets yet both of these kinds exchange parts of their own types freely. It is as common to find a gear in a little car as it is to find a brick in a technic excavator. When I build, I do not care which type I use if it fits and serves its purpose.
Because of that I do not understand what do you really mean. Technic pieces are... just pieces like any other, they are no cheaper than normal ones

In 2006 so-called Power Functions system appeared, which consists of several elements necessary to create a simple remotely-controlled vehicle. You have a battery pack, motors, IR receiver and an IR pilot. There is no computer or anything like this on board, simply if there is a signal sent to the receiver it powers one of two motors which can be connected to it. Power functions system has also additional benefit of modularity, as you can attach any amount of receivers (and motors) to your vehicle, and also reduced weight and size which is crucial in smaller models.

I dont need instructions, just a parts list. I figure I am smart enough to figure out how to put legos together once I have the right ones.
I only mean for the space marines themselves, not the vehicles or dreadnaughts.

The cost is an issue only if one has no bricks to start with, if he has something already it is quite manageable. This is the best thing about lego, you can buy parts for 10 marines, then make termies with them or something completely unrelated - a house, car, whatever.
Of course that does not work if one doesn't want to dismantle his models
/me makes another 50$-worth order at BrickLink... this time for some ork-related stuf...
