I was actually going to raise this thread myself,but the question I wanted to ask was this: is it easy for civilians to move planet to planet or system to system, or is that just for the military?

Yep they have worlds dedicated to different things in the Imperium. There are agri-worlds that feed the people. There are forgeworlds that make the machines of war and such. There are hive worlds where the population of people is super large and they are usually also forgeworlds as well. Their are deathworlds where the strong survive such as the Catachans and Valhallans. Also this should be noted most civillians on forgeworlds and hive worlds really aren't civillians but are in hive gangs and really are fighting for survival. So actually service in the Imperial Guard is better usually for them.

It isn't easy, but it is certainly possible. I suspect it is reserved for the very wealthy and politically powerful. It is documented that civilians travel to shrines off planet. One of the most holy routes a pilgrim can take is the journey from Ophelia VII to Terra, a several year journey- so the citizen needs a lot of free time

One of the Adepta Sororitas' major functions is escorting pilgrims and stabilizing pilgrimage routes between planets, which raises a lot of other questions... to do that they would need to have nigh-permanent access to Imperial Naval vessels, or they would have to have their own. One of the codexes indicates that many pilgrims on space journeys have been saved by the timely intervention of Sisters of Battle.

Of course there are Explorator fleets which would have many civilians for colonization purposes, but they probably don't have a lot of free choice. I'd hazard a guess that many are refugees that the Administratum has decided to relocate.
