Well for two man equivalent fillers it's more lenient, but for 4+ i'd say one two per 6-10 models is ok.

Ancient Space Wolves Venerable Dreadnought

Personaly I am going to put war hounds on leashes and have marauders holding the leashes because I am not a fan of marauders.
The plan is have 10 war hounds in a 50 man unit making it 30 marauders and 10 war hounds which take up 50 spaces yay.
I don't think that can really be complained about.

The reason I have so much against it is because of the concept that if it looks good, then there is no problem. In that light, if I go to some location where a group of people all think it's okay to replace blocks of troops with legos, or cardboard boxes, or even a giant conch. I see no difference between these things, and a piece of scenery that just as poorly represents the figures. You might think there's a big difference between a piece of warhammer scenery and said giant conch, but there really isn't. Both are the same thing, only the conch is missing a few layers of paint and skulls.
If you truly are that poor, just make cardboard squares with the information written on them. I have absolutely no issue with that.
I'm not really that harsh of a player, honest. I just feel that if I have to shell out the cash to buy overpriced plastic, my opponent should too. When someone fields something that's not a unit and acts like it's just as good as a unit (in other words saying no I'm not poor at all, but I'm fielding poorhammer units), then we have issues.

I see what you mean.
I don't mind it if the guy says hey I'm building this can I use a filler for the time being or they are in the mailor I would like to try this unit befor sinking so much money into the models.
But I get what you mean get actual models and if it works and is cool and you are not just being cheap then it's all good.

this is a poor statement....when you run horde like myself and that is what GW is pushing for, buying 300 models and carrying them is unrealistic! unit fillers are ok but need to be also useable in the game.
If price was going to be a governing factor then why did you choose a horde army? Im ok with a few units fillers I know one skaven player that uses bout 8 or so Rat oogres sprinkled in units in his skaven army and it looks great.

Even when i have sufficient models i still use the filler because i like it
