Vindicators were around during the Adeptus Titanicus gaming days, which was when the Heresy was happening. So, you can either believe that they were able to develop and mass produce Vindicators for both sides after the Heresy started, or that they had them before.
One of those is more believable than the other.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

I could be totally wrong here but I thought Guilleman got one of his techmarines to invent them in a particularly nasty siege early in the Heresy and due to their success the rest of the legions loyalist and traitor alike followed suit. Perhaps this has been retconned or is from a non-cannon source but I know I read it somewhere. Automatically Appended Next Post: yeah here it is from Lexicanum:
The first Vindicator tanks were converted from Rhino APCs during the subjugation of Rostern I, early in the Horus Heresy, and were quickly adopted by both sides. During the conquest of the fortress-city Stahlenburg, the Ultramarines Legion suffered grievous casualties battling through the cramped streets. Roboute Guilliman ordered that a number of the Ultramarines Legion's Rhinos should be fitted with Thunderer cannons in order to demolish the fortified buildings one at a time, denying the traitors sanctuary. Vindicator tanks (later fitted with Demolisher cannons) have been a mainstay of most Space Marine chapters ever since.
Vindicators were used extensively by rebel Legions during the Horus Heresy during the Siege of the Imperial Palace.

Exactly what I was going to say. The Land Raider, Land Speeder, Rhino, Predator, Vindicator and Whirlwind were all there in Adeptus Titanicus, and available as part of the Space Marine legion lists.
This is only slightly undermined by those lists also including a specialised Dark Angels 3rd company called the Iron Wing and the Ultramarines' chapter specialism being an excess of techmarines and armour.

Yeah as I understand it they were so successful that both loyalist and traitor quickly adapted a portion of their rhinos to the design.
