Nah, I got it, I wanted to respond to Juraigamer's point that they had to be painted red, but wanted to include your comment because you were right  But that doesn't mean they have to be painted black, or have to have particularly pointy hats, in order to be a commissar.
But yeah, 15.50 pictures of the queen for 5 guys? Yikes.
(wanders off to buy 10 BlOrcs for $30...)

Agreed. I thought the price was pretty steep, but I bought one of the CCS kits because it had a load of bits I could use for my converted officers (from Lt. Varras), Penal sgt, Master of Ordinance, etc, most of the rest of which were made of 2nd hand diassembled figures. Still, if you tally the prices of GW metals/finecast and consider the number of conversion bits, it does seem like a "bargain", but only from inside a GW store.

Not sure I agree with you there, there may be alot of leway for commanders, but it's pretty well established in GW art and fiction what constitutes a commisar's garb.
-Red and/or Black featured prominently in their outfit.
-Peaked cap. Absolutely essential.
-A cloak or long jacket is usually included as well, but not always.
Without at least the first two, it's not really a commisar anymore. Admittely this is a fictional universe, but there are some visual standards.

There are different standards for the game versus the background. A suitably posh Ork could stand in for a Commissar, as long as he had the right wargear and was identified as such.
GW also has standards for what color Space Wolves paint their armor, that doesn't mean that all Space Wolves players have to paint their miniatures according to the GW standard.

If you're using it as a proxy, sure. By that logic, a Dark Eldar wych or Tyranid with a bolt pistol could be a commisar. It's not going to fly at a tourney and folks are going to look at you funny.
The exception would be if you're building an IG army out of converted orcs (orcs with lasguns) then it's fun and thematic. Otherwise it's a commisar in your mind alone.

AFAIK nothing says the model you use as a commissar has to be the model marked 'Commissar' by GW...

Custom Commissars FTW. Why settle for a normal power weapon and bolt pistol when you can have one that comes with a robotic arm a swagger stick and two servo skulls floating around him!!!

A commissar is an officer. no more no less... if you want him to wear a top hat and hooker boots, then thats your thing, and noone can keep you from doing it.

I'm going to say probably not to this.
You will likey want to make sure that your CCS and CS at least have distinctive headgear. Each sprue only comes with one peaked cap. It does have a forage hat, which would be fine for a platoon CS though.
At this point you're still short one peaked hat for your CCS. You can either just give him the forage hat (probably not ideal for a CCS), or you can source another peaked cap. The Basilisk is the only tank kit that still comes with a peaked cap head, (the others used to before they got down-accessorized by GW) so you can get one there, or just ask around. Any IG player who'se been playing for more than a few years probably has a couple extras from the days when tank kits actually came with accessory sprues.
CC's don't need hats since this one from the GW metal cast doesn't have one.
