My chapters would be alone against the tides of darkness agianst the Ghoul Star Empires.
And the Alien empires that dwell there and then the hundreds of thousands of other races.
Basically most fan made chapters would be gakked.

This. This is pretty much how I'd like it to go. Well, keep the Eldar and Dark Eldar in there, and forget about the webway issues. Just have the Eldar taking refuge in the webway, maybe aiding others as they try to retreat to it. And the Dark Eldar killing them as they finally reach 'safety'.
