So you are going to spend 230pts to bring back 2 D3 units per turn? And that is if your Arks are alive when you need to use them. You can get another 17 Warriors for that price. The effectivness of the Ark is like any other Troops choice transport. Keep them shielded to take objectives until either the Transport is destroyed or the Warriors need to get out. IMO, optimal setup for the Ark is 5-9 warriors with attached character using a Res orb.

But in the codex it says its capacity is 10. How can a unit of 20 warriors be inside? Doesn't make sense??

They can't board it at 20 but they can still buy it as a transport option. They would just have to deploy next to it. Apparently the idea is to hijack the Ark with a Royal Court or to use it to repair downed warriors.

But it doesn't make them cheaper, couldn't they just run next to it?

It is just like taking a Razorback and a 10 man squad. They cant fit (unless they combat squad but they dont have to), but you can still buy it.

Personally I add in 5 cryptek's in each of the two repair barges. Upgrade them to harbingers of destruction and add in two lords with warscythes and rez orbs to the warrior squads.

40-80x gauss flayers shots
+10-20 shots from the flayer arrays
+10 str 8 ap 2 shots from the cryteks

Not to mention the arks can zoom away and hunt tanks/elites and the warriors are near immune to anything other than massive close combat damage.

Zoom away? 6" and shoot, or 12" and no shoot. Not exactly zoom and tank hunt.

I like having 4 lords with scythes, 2 veils, 2 more with just the template and 2 solar pulses.

8 warriors with crypteks with templates is pretty good out of the transport. 8 warrios with 2 lords for counter charging also is pretty solid.
With that mix from 2 courts, yuo ge a lot of different options.
You can even just run the dual templates left it the court and deep strike a pair of S8 AP1 templates.

IMO, using a barge for a cryptek lance battery is a waste of points in an army that isn't short and tank killing power.
