Still think he'd make a better commissar but he was certainly ruthless like when Colombia refused to lease the land in the Isthmus of Panama to the USA for a canal, then amazingly a revolt broke out almost immediately in Panama, quickly recognised as legitimate by Teddy and US warships blocked the Colombian forces from sailing to the area. Ruthless and clever, back up plan should plan a fail.
