Ther warhound is 10.5" high, and 6 ish " long from nose to back.

I would go closer to the reaver. 6 SP and 4 Vouids. That is a justifiable 1000pts.

height: 22.5m

Warhound
length: unknown, but probably about 10m at the body
height: 15m

so youare correct, the AT-AT is slightly larger. perhaps 4 structure points and 2/3 void shields?
