No, I mean deepstrike. We just ended the game on a draw, although we managed to annihilate each other pretty thoroughly. Automatically Appended Next Post: Also got my first twenty warriors, time to put together the two small blaster warrior squads, and the 9 man unit for the Duke's entourage.

It's a definent suprise to an army. The person I was playing against was playing something like 3 squads of 10 Combi-Melta Sternguard in drop pods, two squads in drop pods, and then a command squad in a drop pod. As soon as I thought that I thought to myself that there was no GOOD way to get out of this situation, so lets not give him his ability to screw me up first turn

I would stick with Haywire Blasters on the Scourges. It means they'll be able to shoot pretty much every turn regardless, even if they deep strike or move, as it is they have to stay still to be a threat, which means there'll be turns they're useless.
Also it means you can do it as 5x Sourges w/ 2x Haywire Blasters -or- w/ 2x Splinter Cannon (for say if you face nids etc).

Actually if you are Deep Striking (this is a Duke list which seems to be built around this option) then I would go for Heat Lances on the Scourges. Dark Lances are definitely a good option for them, but its easily the worst choice for this list which will have little to nothing on the board early game (and the Scourges waste a turn setting up if they don't deploy normally). Heat Lances are preferable to Haywires in this case since they get more out of Deep Striking (which fits in with the rest of the list better) and are generally more helpful since you want to be killing vehicles on the drop rather than just annoying them (which leaves them free to move around and start countering you). Haywires are definitely a better option than Dark Lances for this build though.
One thing I'm amazed that hasn't been suggested is Night Shields on the Razorwings. The fliers get the most benefit by far out of Night Shields since they have the only 48" range weaponry in the codex, so an extra 6" lets them avoid basically every common anti tank weapon in the game (unlike 36" range Lances, which are still going to be well inside Missile range). Half the issue people have with Razorwings is that they are a very mixed purpose unit while they have their Missiles (unless you don't take Lances), but the Missiles really have to be used asap to ensure you get to use them at all. Night Shields fairly neatly bypass this issue, you can sit right on your board edge (probably arriving from reserve, don't ever Deep Strike them, no point) volley off your missiles and then next turn move up 12" and you end up in range with all your standard weapons. Personally if I had to choose between Flickers and Night Shields on a Razorwing I would probably go with the Night Shields, being out of range completely is a much better defense than a 5++.
That said I'm not sure Razorwings are the best option for a Duke based list. They tend to be work best in Dark Lance heavy builds (ideally with a good number of Shock Prow Raiders as well) so they can show up after transports have been popped and template infantry to death. In this list you are really relying on Blasters killing off vehicles the turn they arrive and the Razorwings taking them out the same turn, which doesn't leave much room for error.

Deep striking is not the primary concern of this list. It's just an advantage I can take care of. Everyone is starting on the board unless it's another army that deepstrikes, then I'll come in.

Haywires result in better range + survivability, mostly working to put vehicles down (with a decent chance of out) while being able to move + shoot and go into cover etc.
Being he gave them lances I assumed he wanted that over the suicide-squad nature of heat lance scourges.
Also, if you take the HBs/ SCs on the scourges, there's 10pts freed up right there for a night shield

1: Not giving the Haem a Shattershard and giving both Liquifiers would work better.
2: Dark Lances on the Trueborn and the Scourges means they can either move, or fire. If in a vehicle, then the vehicle can't move for them to fire the lances, overall it causes the list to have reduced range and a bit less versatility.
I tend to only give lances to things that can move 12" and shoot with them.
Switching the Trueborn to blasters will a lot more mobile (to the point you can effectively redeploy the entire army on any given turn) and be cheaper allowing you to fit more in.
3: Scourges should really have Heat Lances if deep striking to suicide run enemy vehicles as it gives more surety of a boom, and Haywire Blasters for distancing, at 18" (effective 30" range) I can see them getting smushed with blasters.
4: 6 Bikes will survive better than 3 and do a lot more damage, they're also a great delivery platform for those heatlances.
