You guys are joking right? str 8 or 9 hit. That could kill so many units alone. Instant death Termies etc. Str 7 should be the maximum it can be. then 5 then 3 then 1. It should not be able to instant death most basic units. maybe even think about str 5 as the max, because of t3 models. but they usually come in a larger size squad so Idk.

Heaven forbid that something should have a special rule or ability that could kill something.

Too small to be a Rokk. Rokks do Strength D Apocalypse Round hits (not the 5-in-one template, but the huge round one) and often end up as stationary defensive emplacements, bristling with Dakka and Orks. One Rokk would probably be enuff to take the average planet.
