I don't think those are requirements, but really strong reccomendations.
Your opponent is almost certain the bring a Lvl4 for the dispelling power and the spells too. If you don't have a Lvl4 yourself then you will have a hard time casting spells and stopping his.
You can do it, but it can leave you hanging in situations that otherwise wouldn't have happened.
The same deal with a BSB(except I think its needed much more then a Lvl4 is)

While you are correct, your need to contradict my heretical suggest kind of proves my point.

Even when I played against my competitive friends, I kept my narrative, and they ended up enjoying it and incorporating their own narratives into their harder lists.
(I also think it's often possible to build a strong, unconventional and fluffy list that will confound the sort of meta net lists that are commonly played. My orks were a bit of a headache for some of my opponents because they were used to dealing with mechanised forces.)
Another thing I noticed was that you said that you hated armies that went against the fluff. I think that Warhammer is good in the way it is written because almost any build can be justified with a cool story. All sorts of weird things happen in the warhammer world. An army with two hydras could be a really interesting "plot point" in the narrative of your games.
Anyhow, I guess the tl;dr version of my advice is live and let live and take your enjoyment from your games, and spread your enthusiasm for the fluff side of things.
I recommend perhaps organising a campaign or something for your club.
Thanks for this everythong bolded I have taken into consideration, and yeah if people want to play netlists then so be it, but i will never turn...
As long as people dont boast then I will have no problems...

For example, a little boasting as playful banter or good natured ribbing isn't out of place in my opinion. Say boasting about the time your lord took down theirs despite the stats and math saying it shouldn't happen or at a pivotal moment in the battle. Rubbing it in other people's faces and constantly bringing it up out of context IS, though.

On the contrary, if you're referring to wide-ruling Agammemnon, i've had a couple games close to winning against him. All games always fun

Fun list can equal competitive list. They arn't mutually exclusive.
And a good general can take even a fluffy list and win with it consistantly.

I played him with my Tau and I had huge fun. It was a really good gme Filled with lots of suprises. Like 2 Battlesuits surviving a horde of guardsmen charging them and me winning combat only for them to fall to the power weapon next turn.
