Ill make up some rules right now for him...
WS1 BS0 S1 T1 W1 I6 A1 LD- SV3+
Hopeless: the emperor is unable to move and therefore must always roll to hit on a 6+ also the emperor is considered as fearless because if he wanted to fall back.... he couldn't.
as you can see I am joking, just like the above rules... a huge joke
but seriously it would be ridiculous to give the emperor in game rules based on the imperial idea of him, but maybe some stats and equipment that go along the lines of a slightly power-fuller all rounder primarch style stats that get posted fairly often. In the HH word bearers book I believe he made the whole legion bow to him with his mind(about 100,000 marines I think). Based on that I'm thinking he's pretty powerful.

Unit Type: Infantry (Character)

Special Rules: Independent Character, God of War, Rites of Battle, Acute Senses, Fleet, Counter Attack, Furious Charge, Relentless, Immortal Form, Ultimate Psyker
Terra Sword: Successful wounds always inflict Instant Death, and force successful Invulnerable saves to be re-rolled.
Aquila Claw: Counts as AP1 and rolls 2D6 for armour penetration.
Armour of the Golden Age: Confers a 2+ Invulnerable save that can always be re-rolled if failed. The Emperor must take a Psyker test to use the save against attacks that would normally ignore it. It also confers the benefits of a Psychic Hood.
Immortal Form: The Emperor benefits from Eternal Warrior and Feel No Pain.
Ultimate Psyker: The Emperor takes his Psyker tests on a 3D6, discarding the highest. If he would suffer Perils of the Warp, he can ignore it on a roll of 3+. He can use up to four powers per turn (he is allowed to use the same power repeatedly). He knows the following powers;
Smite, Machine Curse, The Avenger, Quickening, Gate of Infinity, Vortex of Doom, Hellfire, Mind Worm, Blood Boil, Fear of Darkness, Shackle Soul, Lightning Arc, Nightshroud, Doom, Eldritch Storm, Fortune, Guide, Mind War, Conceal, Enhance, Hammerhand, Dark Excommunication, Warp Rift, Holocaust, Living Lightning, Tempest Wrath, Murderous Hurricane
May I Interdict and attempt to make a more true to lore Emperor of mankind

Wargear: Sword of Terra, Aquilla Claw, Armour of the Golden Age
-Special Rules: Independent Character, Fearless, Eternal Warrior, For Humanity, Shamanic Wisdom, Stuborn
-Sword of Terra: Force weapon always on, may abandon all other attacks and use a single Cou de Grace which causes Instant death
-Aquila Claw Lightning Claw with Rending
-Armour of the Golden Age Confers a 5+ Invunerable Save and Feel no Pain
-Shamanic Wisdom grants him
1) 1 Offensive Power and 2 Defensive powers Per Turn
2)He takes 2D6 but can re roll a failed test
3) His abilities
Offensive
Emperors Wrath (One Use) Which cause the chosen target to be forced out of existance like horus but the Emperor takes 2 unsavable wound which may not be healed
Soulstorm, Lightnig Arch.
Defensive
For Humanity, The Emperor may heal a wonded model including him self as long as that model is at least within 12 inches of the Emperor and not in Melee with anyonther model
Phsyic Might, Block all psychic abilities of both friendly and enemy players till the players next turn (obviously he is excluded from this)
Stand With Me, Rallies all freindly unts regardless of circumstance
Battle of will, the Emperor engages an enemy psyker in a battle of will who ever rolls highest ( D6) wins if its a tie the Emperor wins
Chapion of Order, Through his sheer will of mind His Toughness,Strenght goes up to 7 and gains an Invunerable save of 2+
Although he was a fine psyker remeber he was hardly the greatest warrior of humanity as anyone who has ever read 40k books will note he did have trouble sometimes even when he entered tournements with primarchs he would tie in alot of the events.

uh, Primarchs are at least 1 tier above most greater daemon special characters, stat-wise. They're literally living gods unto themselves. That the emperor can contend with and defeat them in even mock battle is legendary.

I think these rules for the emperor are good. Keep in mind, the ork that strangled him was the head of a massive Waagh and was a huge SoB himself, bigger than Ghaz iirc, if Ghaz already hits you like a mag train, what would this Ork do? These rules aren't like "lololol toughness 10 emperor all 10s lololol" these are an actual attempt at BALANCE and I think he did well. The Fire Blade is wielded by the primarch Fulgrim, head of the Emperors Children, google "fire blade emperor of mankind" and you will see it if need be. My point is that these rules were some of the most balanced I have ever seen for the emperor, and I would play against them, provided I had a decent sized ork force and a t7 s7 warboss to choke him out.

sort of true, the Emperor's blade was called the Fire Blade while fulgrim's was called Fireblade... confusing? yes it is but none the less true

Potential changes. Let me know what you think:
1) Just because he was immortal doesn't mean he was uber-awesome at melee combat or warfare in general (AFAIK). I do remember that part about an Ork choking him and Horus saving his life, so perhaps he isn't as uber as we believe. To this end, I would be content with giving him Kaldor Draigo's statline, but keeping his WS at 8, and his Strength, Toughness, and Initiative at 6.
2) We can't be sure if he used his psychic power as a (in game terms) uber-Invulnerable save. So then I would propose dropping his Invulnerable save to 3+, but only for saving against ranged attacks. It would still be 2++ for close-combat, like a Nemesis Warding Stave.
3) His sword would be a combination of a Bonesabre and Draigo's Titansword. The only unique trait is that it would not need a Psyker test for activation, as it is already "turned on".
4) Not sure about his Aquila Claw to be honest. With the above stats for his sword, anything else seems superfluous.
5) Since the GK came from him, I think it reasonable to give him all of their powers (even those of units, Draigo, and Stern) and make him Psyker Mastery Level 4. I would be dropping the "Psyker test on 3D6" thing - with a Ghosthelm and Psychic Hood it is unlikely he would suffer PotW.
Might be more to come. What yous think so far? It is all about balancing.

Emperor of Mankind got this stats like this in the game: Ws 10, Bs 10, S 10, T 10, W 10, I 10, A 10, Ld 10, SV 2++
his wargear: Terra Sword, Aquila Talon, Armor of Golden Age of Technology
new Special rule: he can uses background objects, vehicles, and infantry as improvised projectile weapons
everything else is already posted by OP
