That said, I voted orks. Utterly hilarious and surprisingly competitive. The important thing is though that it's your choice. Go with what you like best.
I played DE as my first army and I have to say in hindsight it is a bad choice. You spend too much time/money on units that dont fit your plan or sometimes any plan(mandrakes). I suppose if you wanted you could copy down someone elses tourney list but i think that is no fun.

I think Chaos Space Marines is your best bet. The army is much more forgiving than either the Dark Eldar or Necrons, as the latter two options require you to plan out your purchases, which can lead to expensive mistakes if this is your first army. Chaos, while it's generally considered weak right now, has a few things going for it:
1: You won't get bored because of the variety of options it offers, ie. the different chaos gods and combinations.
2: It's only "weak" by contrast to other ultra-competitive lists. However, outside of cutthroat tournaments Chaos Marines do just fine. (and even that one double-lash build wins at tournies on occasion)
3: There is a very good chance that the Chaos Space Marines will get a codex update this year, which is generally beneficial, due to codex creep. Additionally, whenever a new codex loom on the horizon, many people start selling their models for very cheap.
4: Chaos is begin to grow
5: You will not likely lose games for making a single mistake with the Chaos (or any Marine) codex. Necrons and Dark Eldar cannot make a claim like this due to their 'glass cannon' nature and need to army-wide synergy.

i would have said CSM, but i see a lot of those already and it can make it hard to find a game. but i said orks. Orks have simple a fun gameplay from what i hear.

You would consider Necrons a glass cannon? I thought they were supposed to be tough, an unstoppable tide kind of thing going on.

I always vote for more ork players
1) Orks are a insanely fun army to build, paint, and play.
2) They will always be able to hold their own. This is because they are the token xenos army for the franchise; keep them playable to keep us buying silly amounts of models.
3) The possibility for converting is endless! You can scratch build models, convert literally any vehicle into a looted something, or even make new units with relative ease for Apocalypse.
4) Shock Attack Gun. Rip a hole in space/time and fire a snotling through it. Best gun in the game.
5) Incredibly forgiving on the table top. If you can't find cover or get hit with 10 bolter shots, you still have 20 other ladz in the unit to shoot back.

I consider my Necrons to the glass cannons, yes. Initiative 2 combined with the current (and awful) rule for Sweeping Advance generally makes the Necrons fold in CC

Makes me sad to be a Tau player, Necrons lately have been out shooting me, and I still lose in CC
I vote Orks, they have a decent build, tons of fun options and only 1 or 2 really bad options in the codex. Also dirt cheap and they never Lose!
