I do not think that we need a full scale Civil war which was stirred by a cult. I mean the Imperium is a pretty unforgiving organization. One man's freedom is another man's slavery. What I am trying to say is that for less reasons a Civil War could begin. And just as a personal note. there should be no "bad" guys. Just anti-heroes.

Adding on to that, it could just be a Planetary Governor who's sick and tired of always listening to what the very distant High Lords of Terra tell him to do, and he and his followers declare the planet independent of the Imperium, while there are still loyalists who fight to bring the planet back into the fold, such as a few PDF generals or officers leading their men against the others.

I was thinking on something more...common(?)
During the year 567:M41 a Splinter Fleet of Tyranids invaded the Aetus System. After repeated battles only one planet remained alive, Aetus Prime. There the Guard, that were ready to depart, along with the local PDF were fighting both on the planet surface and in space. After the loss of Aetus Tertius the pleading message to the Imperium were multiplied tenfold. When the Nids landed on Aetus Secundus there was only one choice left. Exterminatus. After, several months of war on Aetus Prime they managed to repel the Tyranid invasion. But with a heavy price on both resources and population. After some months the an Imperium Fleet did arrive, but not as a relief fleet nor to aid the ruined system. It arrived to collect tithe and to give more orders for more troops.
I think you can see where this is going  Anyway, its just what I am thinking/suggesting, though I would love to hear more on the matter.

So it seems the Civil War/Rebellion/Uprising Angle gets the most nods.
If we do this, this could be an Anthology of stories, each connected by theme but not by common locations or time. This could give us the most freedom to shape the desired conflict and results such that there is minimal objection to the pace of each person's respective stories.
I do like the idea of splitting into groups of 2-3, as each group can then write a piece of their story and then merge it together to make a much larger plot.
Heck, if we still want to make this one setting, each story can inhabit a different planet in a solar system gone rogue. This could give the impetus to allow multiple stories to flourish.
Examples:
The plaent Montgomery just fended off an Ork Waaagh! Their battle-tested, but war weary soldiers are sick of fighting. The Imperium orders them to deploy immediately and a good amount of them say no, plunging the planet into civil war. At the conclusion of the war, the rebels lose but have a rag tag fleet that allows them to flee the planet, hopefully continuing the fight from a new stronghold...
The Stonewall descends upon Karsis, an inhabited planet further out from the broken world of Montgomery. The icy climate and poor weather conditions made it unfit for civilization to take root, so only fierce, nomadic warriors dot the planet. At first, the remnants of the rebels from Montgomery assert their authority, ruling the planet with an iron fist and more advanced technology. The fierce Karsissians resent this new regime, ultimately banding together to force their new overlords off the planet. In a turn of heart for some of the rebel soldiers, a regiment decides that their kin have lost their way, becoming just like the repressive Imperials they had fled from. Thus begins a bitter and protracted war as newly armed aborigines descend upon the divided Montgomerians....

I was thinking something less... clear cut... A corrupt Planetary Governor sets off a rebellion. The PDF is split between two sides. The Arbites are ordered to let it burn out and allow the populace to restore order themselves. The war drags on and the once humanitarian rebel movement is seeming more and more sinister while the 'official' forces are becomming more and more desperate. It ends with the Arbites raiding the HQ of both sides to find a horrible secret... But if we go with the multi-planet idea this could fit with the rest of the ideas...

Do we want to shoot for a simple anthology of collected stories with just a common theme, or do we want to do a full blown novella length worth with one setting in the first attempt?

That's probably good for starters.
For the next two-three weeks, I won't be able to do much, considering how finals is going to (almost) kill me soon.

How about a 'Games master' approach? Almost treat it like an RP.
I am thinking that warone, Or indeed purplefood who seems enthusiastic, come up with a setting/entry point for this rebellion/civil war. Then we can see what comes out of it in the next couple weeks. This establishing fluff should have stuff like a planet/system profile including things like proximal Astartes/imperial regiments, industry, details about the culture/history and the seeds of dischord.
If a general synopsis is posted i for one will whip something up.

Me and purplefood have concluded an exhausting, meme-cliche ridden dialogue for the night. Nothing is definite yet. I'll toss out the possibilities: Writers group up into pairings of 2-3. We each write about a separate civil war/rebellion on a planet occurring in the same star system. The star system will be isolated from outside contact, minimizing the influence of outside forces to help concentrate the plot on a civil war theme. We'll come out with a general outline to work by (a short history and intro to the whole project) and then try and organize everyone into groups. Start picking partners as this idea should be fleshed out no later than Wednesday. The civil war will have more than one faction obviously. Not sure how many, but it could be as many as needed to show the highly fragmented nature of the war. Each writing group will get liberty to do what they want on their respective worlds. We'll wrap up the story with a conclusion to the fate of everyone involved once we get all the stories together to give the project a closing. Comments/criticisms fellas?

I like the idea! As I said, my input for the next two weeks will be limited, but this has me excited!
Oh, I just thought this, tell me if it seems stupid to you guys: The name of this Thread is "Collections of Trazyn", right? Maybe part of the unifying theme is also due to Trazyn visiting each world in civil war and "collecting" key pieces, or at least a few thousand troops here and there, for his history collections. Just a spur of the moment there, and a sign I'm perhaps losing my mind once more.
