So really the point is then, don't do it and you won't have to go through the hassle of tracking down your own gardener? I'd imagine it would be more expensive than hiring someone to do it in order to dissuade people from doing that.

The city wants your property to look good, so they certainly don't skimp on the quality of landscaping. Plus you have to pay environmental cleanup fees, a fee for the city contracting the work on your behalf, and the fines for having a messy yard.

Gets pretty pricey, and makes most people clean up their stuff.
