I don't think standard cover being decreased has nerfed FOMT.

Before, by forcing a re-roll of a 4+, FOMT reduced the change of a successful saving throw from 50% to 25%. Now, with the save being a 5+, it reduces a 33% chance of success to 11%. It's more effective than ever.

And vehicles being less sturdy does not nerf BiD. Again, it makes it even more effective, since stacking upon a strength is better than mitigating a weakness.

These orders are better than before, not worse.

Fluff for the Fluff God!

Forge World might publish an appendix to the allies chart, but composite lists (which are, in truth, a better way to implement fluffy alliances while maintaining game balance, but that's another issue) should, by their nature, probably be prohibited from allying further.

Which would still make sense for traitor guard. Could you imagine a CSM taking orders from a CCS? or a Lord Commisar getting chummy with a unit of bezerkers? I'm sure it will still be possible to make it work in a way that would make sense, without hindering you.

I can actually visualize Straken in a shouting match with a SM captain lol. And a chaos CCS would still have to be pretty badass to remain the commander of an entire regiment of frothing, ravenous Chaos traitor guard, and maybe his mind is just addled enough to yell at the Marines... a Chaos Lord? Oh my no. Plague/Noise marines, standard CSM, etc, maybe. He'd have to be pretty dang Chaosy.

Oh and granted, Straken is better than most Space Marines in-game. 3+ save, 3 CC attacks at S6 that ignore armour saves and add a d6 for penetration with WS 5, Counterattack, Furious Charge, and Fearless? I'd be afraid of him too.

So yeah if an IG captain yelled through the vox "My lord it appears as though the enemy is actively targeting your position, I suggest you take cover immediately." at an SM captain he might very well hit the deck.

I think it's a pretty well established fact that a private yelling "Incomming!" outranks a four star general.

The same thing goes for a demolitions expert running away from a bomb.
