We can try adding a couple of more rules. Rather than making the drill a weapon, I'd give it this.

Land Diver- The vehicle is made to quickly drill its way through land, and pop up unexpectedly from below, adding to its terrifying tentacles. The vehicle must begin the game in reserves, and must deep strike into play when it becomes available from reserves. Instead of placing the model when it deep strikes the vehicle will instead place a large blast marker, then roll the random scatter. When the final placement of the marker is determined every unit under the blast marker suffers a number of Strength 6 AP3 hits equal to the number of models that are wholly or partially under the template. Vehicles are always struck on their rear armor. If any unit still has surviving members under the marker, move them a minimum distance to move them from under the marker, while maintaining squad coherency and avoiding impassible terrain. Units that were locked in combat prior to the attack must return to base contact while avoiding moving within 1" of the now arrived vehicle. Additionally the vehicle may elect to once again go subterranean and allow it to move to another place where there's more fightin' going on. During the movement phase the vehicle may enter ongoing reserves, and arrive in the next turn using the special rules outlined here. Remember, the vehicle cannot arrive via deep strike and enter ongoing reserves in the same turn.

OK! Here are my plans for what the model will look like, bursting out of the ground with a grot clinging on for dear life onto a tenticle, with unfolding twin linked shoota turrets on its side

Excellent, not sure how to do tentacles tho, maybe cronos parasite thingy thats de's tantacles might work but there to small.

Well what I was thinking of doing was a frame of some sort of metal wire, followed by an expansion with something like cardboard, then I will use a filler to shape them to full size because of how filler is moldable and (after its dry) sandable
