I think the real sad thing here is instead of faqing an answer that matters, they did one that doesn't effect the game at all. You don't need more then one 6 to rend, 6+6+1+1+1(from d3)=15. Penning anything in the game, with no need for a second rend, or even the base S3.

On average, a Turbo Penetrator Round will roll a 14 on 4d6. That is before factoring Strength of the weapon, and rending.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

So what Im reading from your discussion is that rending only makes a weapon AP2 when rolling to wound. It does not affect hits one vehicles because these are not "to wound" rolls.
Thus the vindicare stays at ap1 against a vehicle.
More importantly, a psycannon (or rending claws) does not get the bonus for being ap2 against the vehicle.

I welcome it.

There should be a tenet of YMDC that if your interpretation makes a rule 'far' more useless than beneficial when interpreting something that isn't supposed to be a drawback; you should try harder...
Although I will not say I agree with all of their interpretations, I do like the methodology and spirit of http://www.theruleslawyers.com/our-mission/, especially their "cannons of interpretation"
The The Absurdity and Injustice Canon seems similar to your idea.

I use the Vindicare regularly, and here's how it has been explained to me.
Armour Penetration Rolls (p73)
"roll a D6 and add the weapon's Strength."
Turpo-Pen Round (p53)
"has an Armour Penetration of 4D6."
"4D6" is the T-P's Armour Pen, and replaces the "S+D6." Note that the T-P does not say, "has an Armour Penetration roll of 4D6," but rather says its Armour Penetration is 4D6 (plus rending, via FAQ).
Although, since the section in the BRB is called "Armour Pen Rolls" and not "Armour Pen," perhaps this argument no longer applies....
Appealing to old FAQs and other resources that are no longer accessible doesn't help me, since the guy I've had this argument with always demands proof.
