Well, the Imperium's screwed anyway, that's the way the setting works.

Allowing for the usual subjectivity and unreliability of GW's material, "The Beast" (as has already been pointed out) already eclipsed Blackfang's empire.

It's possible that Ghazghkull might already be well on his way to that sort of level, but then it's also possible, in the light of other background information, that Ghazzy is merely an example of a powerful warlord, and that the Arch-Arsonist of Charadon, Overfiend of Octarius and others mentioned peripherally here and there are threats to the Imperium of equal or greater extent.
