I think they are relatively under used because of the stated reasons about chaplains and Librarians but also this:
For another 25pts you can get a Chapter Master (basically a captain with a pie plate orbital strike...) so if you DID take a captain you may as well make it a master instead...

Why do you have the Captain on foot?
Why not? I've been succesful with a captain and sternguard in a drop pod.

Well i dont really run a bike army i run more or less a gunline army with a chaplain thrown into a god hammer LR to stop assaults. I would like to run a captain but i just cant see them being as useful as a chaplain

One type of a captain I'd like to run (and convert) would be equipped with a combi-melta, plasma pistol and auxiliary grenade launcher just to get as much guns on him as possible. There would really be no point other than it looking hilarious.
