For units designed to move up the table a HF is still a good weapon to have. I use them on my PCS with 3 flamers and a heavy flamer and on my veteran squad with 2 flamers and a heavy flamer. It gives you one hell of an alpha strike and if anything is left of the enemy unit, use other units to pick off the survivors.

This. I field mine with a mix of weapons. The veterans with the meltaguns ride in a ML/HHF track, as does the burner PCS. The midfield support PIS groups get the ML/HHB tracks, since they're far less likely to be in flamer range unless things have gone to hell.

I would have to go with HF/ML. Although it is true that you can fire the HB more often I find that the HF is a better deterrent. The one question I always get asked by opponents is if my tanks have HF. If you playing against anything that isnt MEQ the HF cleans house.
