So it works the same way as an infantry model with 2 specialist weapons.

The model has 4 attacks to use and have either a powerfist or a lightning claw.

You still get all 4 attacks, but you can either have them at S8 Ap2 or S4 AP3 Shred.

makes sense.

You need to re-check the definition of engaged units

Also, the rule for Flail (which I'd not read properly initially, hence assuming the 2 weapons thing) itself means it just has to be on the model to apply:
Flail: If one or more enemy models are in base contact with a model with a Flail weapon at the beginning of the Fight sub-phase, roll a D3 and subtract the result from the Weapon Skill of those models (to a minimum of 1) for the duration of that phase.

Ah, only the models in b2b. So less effective against large infantry squads since only the front line models would be affected.

But against 5 man units of terminators for example it could be useful.

it would actually affect most of the unit sizes they need to try to surround the enemy model and they got their charge move + 3" at their I step, since the defiler "base" is huge you could easily have 10-15 models trying to surround him. Getting in b2b isn't an option so if with those 3" you can get to touch the defiler you must do so, can't just put the models behind your already b2b ones

While that is true, you can minimize the models in base contact, by leaving about 3/4ths of an inch gap between the models in Base contact. This only allows for about 9 models in base contact, and that is a lot of rounds of movement to achieve that.

In reality you will have 3-5 in base contact at any given time.
