No, the Orks were a biological weapon loosed on the Necrons. They were self-sufficient, having all knowledge they would ever need implanted into their DNA.
The Old Ones were not directing the ork Waaaghs like some masterminds. They simply sat back and watch, possably using their psychic abilities to nudge the orks in the right direction.
Now the Old Ones are gone, but the Orks remain doing what they do.
I also think the Old Ones more directly seeded planets against the Necrons which could be as easy as releasing airborne spores into the atmosphere of a planet.

Orks are not stupid, they are just not very academically inclined. They have a civilization that works very well. Most orks are traders, labourers or craftsmen (like tanners or brewers for example) It's really interesting to read about how ork civilizations work in Gorkamorka. It's a shame GW only focuses on war in the ork codex.

Orks are, well, possibly the most advanced race in the universe. Its true they aren't naturally academically inclined, they like to fight, they are fearless, and they are incredibly hard to kill, and even harder to wipe out.
Orks have no schools, they don't 'learn' anything in the traditional sense, BUT... the brainboyz genetically encoded their knowledge into Orks. I'm guessing the Brainboys were the old ones since i've never read anything to confirm or deny it either way.
Ork specialists, that is to say, Mekboys, Painboyz, Wierdboys and so forth, can just do stuff, mekboyz just build the most amazing things, because, well, they just know how to do it. the entirity of the knowledge of the brainboyz (or at least the parts that they wanted the Orks to have) is genetically encoded into every single one of them, and that makes whoever created them scary smart, and Orks almost as scary smart

In the Gorkamorka books. If you google Gorkamorka PDF you can find it on GWs website.

Orks, with some exceptions(warbosses, stronger orks), are not intelligent in the sense of the word.
What some of they have could be described as cunning, Other than that, they're a race with an incredible, but *instinctive* aptitude for warfare and makeshift engineering.

Yeah but you give a mek boy a heap of scrap metal and a roll of ductape, he'll build your armies guns, dreads, titans, spaceships and a really cool personal forcefield as an extra. Give the same materials to a tech-priest and all he'll manage to do is scour the pile looking for the one thing that still has any minor function and tape his mechadendrites together.

Orks are a weapon, created to be a biological plague nigh-impossible to eradicate, created with great leaders, scientists, and engineers all encoded into their genetic makeup and entirely devoted towards the art of war. Questions of 'intelligence' as we would define it are irrelevant; there will never be great Ork poets or statesmen, only generals, weapons-makers, field medics. Orks have no free will in the manner, they fight because they were made to. They are not intelligent. They are very intelligent. They are uncivilized. They are the purest civilization ever to arise. All these are true, when observed from a certain standpoint.

They have always been intelligent. Arguably, more intelligent than the average human. At least the average Ork always keeps in mind what's important to him-- having a good fight. They know what they want and they work to get it, rather than floundering about in depression and irrelevant matters.
