Agreed, however there are a few issues tied up in this elsewhere.
1. If it's not deployment, then why is it taking place during the deployment section?
2. If it's not deployment, then why is it subject to the so called 50% rule, which only applied to units in reserve (which is a deployment condition)

http://www.dakkadakka.com/dakkaforum/posts/list/500770.page Deployment, in this context, isn't so much as to when they are placed onto the board, but to when the decision is made. Infiltrators seem to be a curious option, because the decision to infiltrate them, P38 actually deploys them last.
P122 because of its' curious turn of language asking for the player who deployed his army first, note not deployed but deployed
his army makes the decision an awkward one.
Options.
1. Deployed his army first
A. If we accept this as the entire army, because of P38 anyone who uses infiltrators, who deploy last, runs the risk of automatically going second.
2. Deployed first
A. If we accept this as meaning the deployment of the first unit then the
DA player will go first as
DWA is a deployment option which occurs prior to the phase normally associated with it, eg DoG is a shooting attack that takes place in the other players movement phase. It is still a shooting attack. Samething here,
DWA is still the deployment of a unit.
