I think it's important to note that most of the things that are Toughness 4 are basically either super soldiers or some of the most hardy xenos out there. Orks for example are much stronger than the average human.

Toughness 3 is the best (non genetically modified) humans out there. Look at the bodies of Catachan guardsment - each one would make Schwarzenegger in his prime jealous. If normal humans like you or I were in the 40k universe represented on the tabletop, we'd probably be toughness 2, possibly even 1 (especially in terms of just being incapacitated and unable to continue fighting not necessarly dead). I think Boltguns are represented great for strength on the battlefield because of this. Their range is lackluster considering I remember reading in one book how a guy sniped a sentinel driver out of the sentinel while running from quite a distance - but there are limits to how big tabletop games can be played so it's unavoidable.

Which part of it do you have a problem with, the AP5 or the S4?

S4 means they wound Orks half the time, which makes sense because Orks and Marines half the time. This makes sense, as both Orks and Marines are pretty tough creatures.

In regards to the AP5, they'll punch right through Flak armor and everything else, but they can be stopped by Carapace. The 3 eyed chick in the Ragnar Blackmane series takes a bolt gun round to the chest while wearing carapace armor, and it stops it, so...not really that out of touch with the fluff.

Tier 1 is the new Tactical.

What i'd be more worried about is that the poster child of GW goes down in droves to well coordinated shots. Maybe i've been playing bad opponents but Space Marines seem so disposable and it would be more interesting if they were more agile or durable somehow.

Well lasguns cause the water in your cells to boil causing a small scale explosion , my question to you would be is why arnt they Strength 4 ? Reason being is that the game doesn't measure in small differences - an example is Kasrkins are cybernetic upgrades makin them stronger and faster then traditional guardsmen , is this measured in small percentage - IA 4 D-99 are considered I4 due to there enchantments - the game doesn't operate in a small scale so the .75 Cal. Mini Rockets would inflict massive damage , however fluff and game mechanics are entirely different
