That's the biggest issue with LC havocs. The guns are more expensive so you have the urge to add more durability to the squad which increases the cost. Finding a good balance is key and for me it's 6 bodies with VotLW. Total cost is 174, which is fair.

You take that extra marine, the VotLW and a spare 6 points and you just updated your defense line to a bastion. They're fearless, immune to small arms fire and the AV14 might deter people from even bothering to shoot at the bastion. It will keep your lascannons safe and cozy.
