I have no idea what else they could do. The guard list is very complete as it stands. Almost every unit has a model.
I guess they still need to add in the hydra and a few other varients as combined kits.
Plastic ogryns, rough riders and stormtroopers I guess.
Maybe in line with other limited release codex's they will receive some kind of super-unit. Maybe an AT-AT sentinal style walker.
Or, they could try adding another regiment of guardsmen in plastic. Trenchcoat guardsmen would be best as they could be sued for Steel Legion, Valhallans and Death Korps. All pretty popular regiments.
Rules wise, I don't particularly see the need for change. They are still a top tier army and this is the edition of shooting. However, I would expect them to alter the rules n points to favor different types of units. Possibly try to make people take stormtroopers and other elite or niche units rather than the infantry hoard or mech. I doubt they would be nerfed. Although IMO I thought 3rd and 4th edition guard were horrifically inferior to any marine army at the time. However the meta favors shooting atm so they will still be a powerful army.

Are you kidding? We are far from WAAC around here and foot IG are still extremely powerful. A friend who plays it took out 3 Dreadknights in one turn. Massive blob squads are crushing, especially with how great Overwatch is now.

Bring back a few of the old doctrine choices, in one way or another. Probably have something similar to the Space Marine chapter tactics system, where characters unlock different things. I would love to see army wide infiltrate return, it was so much fun.

40k does not need to have baneblades on the table, I would rather be able to field more smaller tanks than one stupidly large one
Sentinels are actually decent for their points, the problem is that there are other better choices. I would like for there to be an option to attach sentinel squads to platoons or command squads.

Honestly, the codex is already really dang solid.
The only things I want are Lumbering Behemoth (so sponsons are worth it for my Demolishers), and a switch for vox casters so that instead of re-rollable it's just longer range orders.
I shouldn't be using my vox caster is my Platoon Command Squad is 6" away. That's well within shouting distance.
(Hell, the DKoK Assault Brigade coming out is supposed to have Send in the Next Wave but with whole platoons. That alone would footguard just perfect for me. Not gonna happen, but I'd like it to.)

Definitely on Behemoth.
You have to remember that 6" is a long way when you have a few hundred lasguns zapping away which are only drowned out by the bombardment of all those Leman Russes you brought =D

More utility to Ministorum Priests and Techpriest Enginseers or at least a slightly lower cost.
Make the "Extra Armor" upgrade worthwhile. Currently it treats a 2 on the vehicle penetration table as a 1. Maybe instead of that, it can reduce the penetration roll by 1 or allow the vehicle to re-roll a penetration roll and be forced to keep the new result.
Allow heavy-weapons teams to get some benefit from Vox castors.

I can agree with the Priests and Engineseers, but your suggestions for the Extra Armor are all crazy good. If it did that you'd be back to them only getting killed by hull points and everyone would have Extra Armor on every vehicle.

Actually tested the armoured battlegroup today - it's surprisingly good
As for the guard codex:
I don't want a new one - they'll just ruin the current one (and knowing my luck we'll end up with Matt Ward). The current one needs edits, but a complete rewrite would ruin it.

The Elites section overall needs and a boost and so do poor Sentinels. And like others said I really want Lumbering behemoth back, the Heavy rule makes sponsons on Ordnance Russes useless and makes them sub-par in general.

(well, tau flyers could be better, but overall....).
Lots of builds, all solid, lots of options.
No auto include units, no units that are clearly inferior (note: good but specific use is fine).
Maybe the inclusion of other builds (krieg, etc.).

Actually the sniper done team is amazing. Maybe not for everyone, but read it again...its a cheap source of BS 5 markers with drone meatshields, (three spotters with drones for defense/wounds is 94 points - thats three BS5 T4 markers with a better save than pathfinders which is not in the incredibly crowded fast slot) or its a squad of BS5 rapid firing at 48" snipers?
Now the vespids...agreed they are quite meh, unless you are playing in a dense terrain/city game.
But overall, its the spirit of the book - there are so many builds, so many ways to play, and so many cool types of armies you can build....THAT is what is cool about the tau dex.

I use guard allies all the time for special weapon support and I would like to see vendettas raise points wise Av 12 front+ side 3 twin linked lascannon and transport capacity.. 160 to 170 atleast.

Lower the armour on the valkyrie a bit, probably 12/11/10. That way, it is still an armoured ground attack craft but has a weakness.

Warlord Traits chart for each type of guard army. (Catachan, Mordian, Cadian, Vostroyan, etc)
Make Ogryn cheaper.
A Primaris Psyker special character that is a level 2 Psyker.

I think you will see the Baneblade for certain in the next codex. GW broke the superheavy class with the Wraithknight and possibly unintentionally gave a pathway to run superheavy tanks in 6th. Allow them to negate penetrating hits and give superheavies 5-6 HPs. If the waveserpent has a wargear that can negate penetrating hits, bet your ass the Baneblade will.

Give back the option to use Rough Riders without the hunting lance. There was actually a niche use to doing that way back when and the current rules for cavalry give you another.
Cheaper Stormtroopers, even if they have to lose Ap3 to do it.
A unit or more in the Artillery type.
A Heavy Support choice that doesn't consist of vehicles.
An Elites choice that does consist of vehicles.
A special character infantry squad sergeant, even if he sucks. Probably make him some sort of pseudo-officer with part of their leadership special rules but also saddled with questionable combat abilities to needlessly inflate his points cost.
Some wild total revamping of the leadership system, since you know they're going to do that anyway.

There's not like to be much new in a new Imperial Guard codex. They've got a very, very full army list. At best, you'll see what armies have been getting lately - a big oval base walker, a flyer, a plastic character and a kit or two move from finecast to plastic. My guesses: Oval base walker - Knight. The army already has tech priests, so I'd say that's enough for GW to put a Knight in there in the absence of an Adeptus Mechanicus book. Probably with a powerfist and special chain sword for one arm, and a battle cannon and a large melta weapon for the other arm, which would let it make the 2 main Knights - Paladin and Errant. Flyer - a fighter on loan from the Navy. I wouldn't say a Thunderbolt or Lightning, since GW aren't cannibalising FW for kits, but I wouldn't be shocked seeing a Navy fighter. Plastic Stormtroops - this is an often requested kit, and a logical plastic inclusion. Plastic Ogryns - another kit that seems to be requested a fair bit. Though I wouldn't be surprised seeing plastic Rough Riders either. Plastic Commisar Lord - because it's really the only option for a plastic character a lot of people would want to take.

I think I need sleep, because when I was reading this I forgot you were talking about a mini-titan, and instead thought you were talking about a Tech-Priest.
So I was like, "Battle cannon?" and picturing a techpriest model with a big, honkin, Macharius-style Battle Cannon attached to his shoulder a la Gun Servitor.
