6th edition with the codexs is a very rps edition. With that said necrons, daemons/CSM, tau, and eldar are all capable of building super solid TAC lists. There is t really a top army the best players In The US just like to army hop a lot.

I'm not expecting much from the new SM codex, I will purchase it however if i can take land speeder storms as dedicated transports for a fluffy scout army.

I would not say "Eldar are best" right now.
I think they have at least one excellent RPS build (serpent spam). We won't know for a few months while people test out different things with the codex to see if there are other strong builds.
I think right now people are not sure how to counter that RPS build. Give it a few months and people will start to figure it out.

I think Orks still have a lot to offer, and if their next codex can sort out the 'waaagh' special rule to something decent again then they'll be real contenders!
But even currently, with open topped vehicles that you can assault from, troops being cheap as chips but still tough, and enough variety from their codex Orks are still contenders.
