Looking at my codex, and assuming bare minimum sized units, the first list is correct.

The second list has the Havocs as two units, but the price is for one. I'm not sure what he's done with the price for the Noise Marines in the second list, as the difference between codex and his list doesn't cleanly divide into identical options for both units at a glance. Actually, I take that back. There are a couple of Champion Upgrades that would be effective, cleanly take care of the points deficit, and possibly not have come up in game so you wouldn't necessarily notice.

His list looks to have some terrible math errors. Specifically, even assuming his unit totals are correct, his list total is missing the cost of his Lord. But his unit totals are also incorrect, and he hasn't paid for the second Havoc Squad. So whether by malice or incompetence he's failed to pay for his Lord and a unit of Havocs.

are you using 6th edition codex?

Havocs squads with Lascannons are 155 points EACH. Not 155 for 2 of them.

5 Noise Marines with a Blast Master is 125. Two such squads cost 250.

That army list should be:

5 Noise Marines w/ Blast Master: 125

5 Havocs w/ 4 Lascannons: 155
5 Havocs w/ 4 Lascannons: 155

Total: 640 points.

To be fair, I didn't actually check the combined total for the first list. I assumed that, given he managed to present the unit totals correctly and was doing so to double check someone elses work, he had also managed to add them up correctly. My mistake.

If I had to guess, the Noise Marines also include an Icon of Excess and something else, maybe a Gift of Mutation for the Champion. Did they have Feel no Pain?

In which case, rather than cheating I'd actually lean towards him being hideously disorganised, and while going back and forth modifying bits of his list he manages to skip over the cost of a unit of Havocs and his Lord. At these points levels I'd think it unlikely, but certainly not impossible.

Now that I see the totals for those Noisemarine squads I wonder how he is confused about sonic blasters, they cost extra and he hasn't paid for them. So hopefully he isn't using them against you.
