I've been thinking a bit about the Elves. Maybe you'll dig this, maybe not. They are slowly dying away, some living in reservations, others having escaped into their city ships.
Life in the city ships is very strict and regulated, they'd have to since supplies are limited and destruction can come at any time. However, not all Elves like to live this way, meaning many of the young tend to leave. They'll join pirate bands, become traders or simply travel on their own. However, at a certain point many of them do come back to the city ships, and often whilst away they do provide information to their former homes.
Those Elves who used to be the Wardancers of Loren ended up becoming independent groups of traveling dancers, jesters and clowns. Performing parts of their people's history through dance for all those who care to see. However, they haven't lost their fighting skills, offering their services for those who are willing to pay the price for it.

The big capital ship with the double hull - is that big eye some kind of super weapon? And is it on the side or the underneath, with the ship turning to bring it up to the side?
Don't get me wrong, I love the look of it, but am just trying to figure out on my head how it would fly "on the level".

The Elves would have very organic ships, using wind and magic to fly. Maybe they even grow their ships, but that might be a bit too Eldar.
Maybe something along the lines of this?
This would cover the Wood Elves and High Elves. I'd imagine that the High Elves formed the flying cities (Craftworlds), the Wood Elves might have joined, but many of them have fled into the reservations or wandered on their own, becoming pirates or wardancer mercenaries.
The Dark Elves are a bit more difficult, what happened to them? With magic/Chaos out of the picture I would imagine that they too have eventually been almost wiped out. The human factions are moving in to conquer the 'New World', meaning Lustria and Naggaroth. In Naggaroth they might meet resistance from Dark Elf guerrilla forces who haven't been that corrupted by Chaos.
Speaking of Lustria, I would imagine that the humans are slowly moving into the jungles. The Norsc already had a colony there, as do the vampire family of Sylvania, meaning that they might have some sort of trade companies, moving goods between Lustria and the Old World.
The Lizardmen are beaten back, hidden in their fortress cities, maybe even having gone into hibernation until things 'calm' down. However, that doesn't seem to happen and human forces are raiding the abandoned areas.
I'm having a bit of a hard time imagining the Dwarves. Personally I'm not a big fan of blimps, but I guess that would be the best route to go for Dwarves.
I noticed you mainly have been delving into the Skaven as adversaries. How would they work? In WFB they seem to heavily experiment on themselves and other creatures. I would imagine that they might have created large bloated flying creatures perhaps. Another possibility might be wooden Warpstone powered airships, very crude stuff. However, I'd mainly see them as Genestealers in 40k, not really having their own space ships, but infesting others'. This means that a bunch of them might be hiding amongst human ships, they sabotage the ship and the wreckage remains in the sky, the Steam Hulk or Spice Hulk, whatever you'd want to call it. The flying abomination might then make more sense, rather than flying from the ground up, they'd operate from these Steam Hulks.

Hmm, I never said the Skaven were evil. But I do think they are rather crude and don't have that many moral boundaries, anything is good as long as it serves the revolution.  Meaning they wouldn't hesitate to enslave other species or carry out experiments on those slaves. But the same goes for some of the human factions.
They would lack access to sufficient resources, meaning that they'd loot a lot of equipment and act as parasites. Hiding in human ships, establishing bases on Steam Hulks etc.

Hey, I just stumbled into this thread and it seems that Last Exile could offer some inspiration for ships.
Ships for both of the series have a naval-warfare-in-the-sky/steampunk aesthetic. And the shows are quite nice too.

I really digging it that you're adding extra details to the wreckage, the runic stuff really makes me think of that Atreides ship.
Maybe add tiny bullet holes, as if the ship was shot at with some sort of giant large calibre machine gun, or giant gatling cannon.
As for the terrain, I think you need to go a bit crazier than the models you've got now. At the moment they look rather bland. Maybe something along the lines of this:

By the way, is Kislev still around? I noticed on your map that it's in the Imperial Wastelands. I might be cool to still have those around. Maybe they're trying to see independence, some sort of royalist movement loyal to the Gospodar bloodline. After the great war or whatever event happened that changed everything, Kislev has been turned into a wasteland, the Gospodar might almost be dead, or maybe they're all dead. However, there are those who keep the name and story alive, seeking independence from the Great Technological Republic. Here is the old map by the way:
You mentioned an 'evil' faction, is this an actual return of Chaos? Will they have different technology? I would imagine them to be cults, using the same technology as the societies in which they are hiding. Kinda view them as Cthulu styled cults.

Yep, it is still Tilea, just their heavy
Regarding Kislev -currently it is quite small kingdom under protectorate of GTR. Like Belorus - "slavic" dictator and some "socializm". Dreams of glory but uncapable of anything bigger. there are tough independent traders /religious fracions - very nordic and stoic people
Evils in this world is GTR, kinda Evil-Order affiliation. Initially gloriously progressive nowdays tied in state capitalism, corruption, militarism, imperialism and immoral science. True evil of course is Chaos, but it is still closed in other realm

Oh like so! Sounds rather interesting.
So which factions are 'order' and who are 'evil'.
So far I've got this:
Order
-Tilean Republic
Evil
-Great Technological Republic
I think Estalia could be an interesting battleground. you seem to throw in some hints of real history. What if Estalia is in some state of civil war, Republicans and Aristocrats fighting it out against each other. But in reality it's like a proxy war between GTR and Tilea. Tilea supporting the Republicans whilst the GTR supports the Aristocrats.
As for Kislev, would the puppet dictator be from the Gospodar family? If not, it could be interesting to see rebels who try to return to Gospodar family to power, sort of seeking their old glory.

Great concepts and amazing conversions. I think you could add some decals to help with the finished look (actually some updated warhammer transfers would be great) and maybe a few more painted details, possibly some weathering.
