Wasn't that the guy you were talking about in the DCM forums who "claimed" the mover was needed by the Emperor in order to keep the Golden Throne operational another day longer? Today is ALL SICARIUS DAY!!! Seriously, it is, check out the BL and GW advent calanders. Learn more about the guy we all love/hate.
Might I add, his name is "Cato" = diehard conservative of the highest pedigree, "Sicarius" = insane religious zealot who charges into combat, headless of danger to slay the hated outsiders who threaten their moral superiority...
How is anyone surprised at his personality, it literally is in his name.

I dislike him because of his inability to draw his sword, and his choice to carry his helmet rather than wearing it.

I guess the upside of not reading any of the Ultramarines fluff (Graham McNeill's Ventris novels were so ridiculously awful they put me off of the TBL Ultramarines fluff) means the only thing I've heard of Sicarius was the audiodrama with the Necrons. And the story wasn't really any good, lol, but it didn't leave me with a sour taste in my mouth about the character.
I just figured they'd given a name to this old school model.
The fluff for the Ultramarines over the last few years has been pretty awful though. What used to be one of the cooler, more interesting and believable Chapters has been slowly turned stupid. Mostly by the chief, and most grievous, offender, Graham McNeill. It's really rather difficult to succinctly describe how bad the Ultramarines novels were. They require a complete deconstruction on the level of Plinkett's Star Wars reviews (seriously, Google those for the massive lols) to describe everything wrong with them, starting with just the prologue of the first book, lol.

He's a good fighter and leader but I think he lacks in open-mindedness

I like him because he's such a scumbag, and that really shows that maybe GW is entirely aware of, and enjoying, turning the ultramarines into the 'goodie 2 shoes' of Spess Mehrens.
As someone earlier said, good character=/=nice person
He's the poster boy for the Ultramarines, arrogant, glory hunting but rather skilled
It's also incredibly satisfying when he dies on the tabletop.
