Look, this isn't the issue here. The Cauldron rules specifically state that the Cauldron can join and leave units like a character, so it has that benefit, but nowhere does it say the Cauldron is a character. The Hag on top of the Cauldron is a character, yes, so if I were to offer a challenge, the Hag would be able to accept but the Cauldron (i.e. the Witch Elf crew atop it) would not. There is a character in the unit, the Hag, but there is also a non-character, in the unit, the Cauldron, which is why many people are saying the mixed unit rules don't apply.
On the topic of the actual question, I think these mixed unit rules are the only ones we have to go by, and, as such, should use them. Yes, it doesn't quite cover the situation but it's similar and it makes sense, which is good enough for me. There's probably a beardy interpretation in there somewhere though, if you're that kind of guy.
A horse is also not a character so you're saying you don't use the mixed character rules if you have a character on a horse in a unit of infantry? Because that is the exact same situation.
Granted should the character snuff it then we have a problem of no rules to cover the situation ditto with the Bloodwrack Shrine in a unit. In which case we either use the mixed unit rules or tge game hangs as soon as the unit receives any ranged hits...

Or just use the mixed unit rules and have them open to any mixed unit.

Only rumor I've heard is 'probably not this summer' - whether that means 2015 or 2016 is anybody's guess. My speculation is likewise that of all the phases Shooting is getting the most changes, particularly when it comes to BS-based fire and the predominance of cannons (in particular vs bolt throwers) ... but this is admittedly a bit OT
On the topic at hand, I'm with Matt on it. Also hadn't realized the CoB doesn't include a rule ala the Bell / Furnace about targeting it separately? Given that it's so similar to those things I figured it would. Huh.

The Bell/Furnace was written at the tail end of 7th edition with 8th in mind.
The CoB is written at the tail end of 8th edition, hopefully with 9th in mind.
