By reading the fluff and realizing that since Exarchs are the head of an Aspect Shrine, they can't be universal unless they somehow split the Exarch up among the craftworlds.

Which doesnt answer the question. Asking the OPs question on lexicanum gets you a list of quotes or a page

It states that each aspect shrine is headed by an Exarch, as Exarchs are the Shrine. It's obvious there cannot be universal Shrines, there is only one in existence as it is that specific Exarch who teaches that specific style of that specific Aspect in the Path of the Warrior. Exarchs are ancient beings, originally consumed by the hatred of Khaine, they now have dedicated themselves to warfare and teaching their respective Aspect of the Path of War, and have founded shrines to do so. The Exarchs are unique individuals, and thus it's clear that Shrines are also unique to each Craftworld.

There is also the crystal dragon aspect. Its just mentioned in path of the warrior being listed off no info though.

Technically the crimson hunters are a new aspect a lot of people seem to forget too. I don't know if Eagle pilots have been retconned considering the addition of the crimson hunters. But the eagle pilots are an spect heck they even have a phoenix lord.

Re. Exarchs, they are a single eldar, but one that mingles their consciousnes with that of all the previous exarchs who have worn the armour. The exarch runs a specific shrine. If they are lost then the shrine will stop operating until a new exarch comes forward to run it. The devotees of the shrine go off to other ones in the interim, I guess.
