If you consider that a dreadnought is a technically a bionic body, I can't see how that's not an upgrade! Unless you want to do something other than wreak endless war of-course. Every other marine sargent has a bionic eye and it doesn't seem to do them any harm but Commissar Yarrik has a bionic eye which shoots a melta blasts, I know which I'd prefer to have in the 41st millennium. The quality of the equipment is what it's all about so I guess the real question is 'is the average bionic replacement installed by the Iron Hands better than the average biological equivalent'. From the tabletop game I'd go with probably yes since they get a 6+ feel no pain which could translate into faster reflexes, subcutaneous Armour etc not just diminished pain sensitivity.

Their skin isn't weak. They're just your average Astartes, in terms of physiology. They believe "the flesh is weak" because it is inferior to machinery. Not because their flesh is specifically weaker than that of other Astartes. What they refer to as "the flesh" is all flesh, not just their own.

Robotic servos are still stronger than marine flesh (JG even stated that if power were cut to the power armour, Marines couldn't move it), so I would say Iron Hands are stronger where they have bionics.
