According to Haley, the retcon to 1,200 ballpark is direct from corporate. So no, the five thousand or more estimation is incorrect.
It used to be the biggest Chapter with thousands of marines in numerous Crusades - the previous Codex retconned that sadly. Now we have all this stuff that apparently the Dark Angels and Successors are the biggest.
The Space Wolves Codex is insane - it brings the numbers down from more vague estimates and then gives them more than a 100 warships, Star Fortresses and the like to command and run - remembring that Fenrisians are not normally allowed off planet

Yeah, it is bs and fairly ruins the Templars. Their entire point is to be a remnant harkening back to the days of Astartes Legions and not Chapters.
You read the B&C thread on the book? It's quite amusing.

Whatever happened to "everything and nothing is canon?" Until that part of GW changes all sources are equally valid in my eyes. They can't have it both ways.
Who stated this, btw? A codex or was it like a press release thing they made a big deal out of?

I think this is an oft misunderstood piece. Everything is canon, but not all canon is true. The Imperial Infantryman's Uplifting Primer is canon, it exists in-universe but it's not truthful, and is filled with misinformation. Likewise the Black Templar 5000-6000 estimate, is canon, someone actually made that estimate in-universe, but that doesn't mean it was correct.

It was said in Eternal Crusader, when asked about it the author said that it was a new company wide move by GW.

"In answer to your query, the number of Black Templars has now become just over a thousand, sometimes more, sometimes less. It’s a change in the lore. In order to accommodate the older mentions I have their numbers being more flexible than that of other chapters, but not to such extremes as in the past.
I understand it is a company decision, not the decision of the codex writers. They could just about manage that number of crusades, as some of them are very small, a squad or two. As you’ll discover later. I am writing a lot of Black Templar fiction, and that will be addressed in there. And personally I think it only increases their devotion – they’re trying to conquer the galaxy with a thousand men!"
I understand where he's coming from, as this same reasoning is used with the C'Tan shards. If all of the actions the C'Tan did previously are now being done by shards, that makes it an increase in power because a full C'Tan's power would be immeasurable. In this case, it is stating that the Black Templars succeeded in everything they previously are stated to have done, only with hundreds of marines rather than thousands. Now do I agree with this idea? Ehh... It works for the C'Tan. Less so for the BT.
