Then why are you confused?
The rules that you posted said that the number of powers a Psyker can manifest depends on his Mastery Level. I understand that it does not say anything else, but that's the point. Mastery Level equals the number of powers a Psyker can manifest each turn.

How many powers a psyker can use in a turn depends on mastery level, because mastery level determines how many powers he knows.
My level 1 librarian with a force sword knows 3 powers, the one he rolls, the Primaris Power, and Force.
If he were a level 3, he'd have 5 powers, so his ability to manifest is determined by his psychic level, since you cannot manifest the same power twice by the same unit.
Page 24 clearly outlines the sequence with all the restrictions.
Select psyker, declare target, take psychic test, Deny the witch, resolve power. Each section is then described in detail (choose unit, even if falling back or ground to ground), and select a power know to the selected unit that the unit has not already attempted to manifest this phase.
The only things mastery levels do is give you more powers, and give you a bonus to deny lesser psykers.

Then we have permission to keep manifesting powers as long as we have warp charges, which is at odds with the limitation you're talking about. No rules limit us to casting a # of powers up to our mastery level.
I think you need to read your post buddy...
The point of the last quote is that psykers that can still cast powers may utilize warp dice to manifest their powers if there are any remaining. It also allows the same psyker to manifest more than one power; however the number of powers one psyker may cast is limited by their mastery level, as you pointed out in the first quote. Time to read the rules as they are and not how you want them buddy.
Your a bit late to this party, and the general consensus is on Rihgu's side. Dig through YMDC to see all the debates about this when 7e dropped.

Just wanted to say, that as I recall the digital codex says: "Demonology" and ONLY WHEN YOU CLICK on this link pop up the description which describe Sanctic. For me it is poor scripting of digital codex. In hardcover codex is written Demonology in dataslates of Tigurius and Librarians and it allow for use both Sanctic and Malefic.
If they would want to forbid malefic powers the wording on both codixes should be Demonology (Sanctic) just like in Codex: Inquisition.
Since both hardcover and digital Codexes have "Demonology" in general noone shouldn't care what "Mr. Clip" suggests.
