Yes he can. He has his buffed-up stormbolter. 3 twinlinked S5 AP3 shots.
It will take a very long time, but a swooping Kairos won't do much damage either.

Commander Shadowsun, she might not be the strongest in terms of melee or what not, but she has some very impressive technology backing her up, in addition to that she's probably one of the best generals having killed an Ork Warboss of a Waaaaagh and a Chapter Master so far thanks to her advanced tactics and strategy.
Though as a Tau fan I might be biased.

Haha. Forgot all about his stormbolter. He's firing snapshots and Kairos has a 4+ invuln that can potentially be re-rolled twice, essentially a re-rollable re-rollable save. Time is on Kairos' side to abuse summoning and mob Horus with an infinitely respawning army of daemons.

Horus vs a swopping anything likely comes down to a stalemate. He's a very durable unit and while he can't do much to hurt flyers them hurting him back is pretty unlikely. I'm pretty sure he gets a 3 up save versus physic crap.
That said, having looked up his stat line he's probably the scariest thing in close combat in the game.

Horus' armor only potentially negates psychic powers that target him. It doesn't come into play against self-buffs like fortune, or summoning.
A FMC with summoning could literally start a daemon-factory on its own with enough time. With only a 6'' move and a fairly niche ranged weapon, Horus couldn't shut it down fast enough to prevent himself from eventually getting overwhelmed by sheer weight of attacks from daemon hordes.

No, because his staff lets him re-roll any one dice per turn. So he'd have to roll three sixes in order to perils, which lowers the odds of it happening significantly. With infinite time he'd start racking up wounds from perils regardless, but by the fifth or sixth round he's already going to have a few hundred points of psykers summoned who'll start doing the summoning for him. By round 10 there'll be heralds running around, by round 20 Horus will be getting mobbed by multiple bloodthirsters amped with cursed earth.
