It's not a good army, but you have 97 pre-game rolls to determine what powers your army has. 48 of them can consist of you taking a minute to painfully ponder over "Hrm...um...do I want an Etherblade for my model?" The other 48 are a case of you painfully deciding what Discipline you want to roll for, and whether you want to swap out for the Primaris Power or not. And finally you get to decide on your Warlord Trait. Of course, you can always conveniently "forget" which Heralds had which powers.
True, the army *could* get you kicked out of a tournament for intentional slow-play, but how can you get kicked out of a tournament if the round is over before the game even started?
The only way to improve this is, after painstakingly weighing up the odds for each school for each and every herald, choosing daemonology, and then summon yet more psykers to painstakingly decide on which powers (and maybe gifts as well  ) to take before taking daemonology yet again, and so on and so forth...

Household detachment of 3 knights errants.

Alright, cheesiest lists ever... Easy place to start is a 5 Flyrant list with a VSG, but no, I need more...
Ok, there's double stormsurge (in my opinion the best tournament list you can take at the moment) with skyrays and 3 riptides in support.
But I'm also honestly a big fan of White Scar battle companies.

My 2K Talon Strike force has been called cheese where I play at.
Core: Demi company:
1 Captain: Artificer, Swiftstrike/ murder
His Command squad: Apo, 4 vets with SS and LC, 1 has a PF, Banner of Emperor, drop pod
3 10 man tacs with drop pods
10 man Devs with 4 Grac cannons in pod
2 LS
The raptor wing
2 talons
1 LS
Nothing starts on table, I can roll reserves first turn. Get to deploy my army to counter what they have.
