Hmmm, now I feel bad. I just recently decided to buy again (after about a year of no purchases) and I dragged a co-worker into it with me. Ugh, I'm the reason we can't have nice things.

I agree 100% with this, yet are GW gonna listen to a petition? It's not like they've done anything outrageous, yet.... I think they would turn round and say, if you're going to complain go find another game to play cos its your loss, we can still get new players through the door.

I'm still not sure i understand what your aim would be with such a petition.
If you're upset that GW does not actively engage or consult its costumer base frequently enough, does not host or attend enough events, or if you're upset at the general quality of their product (like new codicies), then I'd recommend writing a thoughtful, personal letter, and articulate those concerns explicitly, as has been suggested.
Otherwise, if your discontent is related to GW pricing, however valid a grievance it may be, writing to complain would be ineffectual. The company gets its primary revenue from new gamers buying products of high gross margin (starter sets, rule books, etc.), and they have ample evidence that this model continues to work for them. I saw at a new store they had a whole display specifically geared to parents, explaining the hobby through some pamphlets, models, and of course the staff. If GW is banking (literally) on the combination of kids' enthusiasm and these kids' utter ignorance of the limits to their parents' wallets, I doubt they'd be motivated to change much. The only way to affect any change in this regard would be, as mentioned before, to vote with your own wallet, and refuse to purchase their product. But of course that would require you to forgo playing their game, which I sense is something you're not actually willing to do. It's like demanding the government lower the tax on alcohol - they know we're addicted, they're not about to bow and lower prices.

I think GW is slowly heading towards the right direction (just from a model company perspective). I would consider playing 5e and playing with a traditional CAD. No amount of petitioning will make GW change.

Agreed on both points, although I'd lean towards 1 Page 40K instead of 5th at this point. The issue for me is I like the big models, be it Knights, Superheavy vehicles, flyers etc, and most solutions tend to veer towards ignoring these rather substantial elephants rather than finding a way to make them fair and balanced.

At this point, AoSing 40k would be a good idea. I am not opposed to big models, but I like it when I can have my small skirmishes and my Apoc battles at different times, rather than on the same board

By AoSing do you mean cutting all point costs? Or the free rules bit?
One would be awesome, the other not so much.

Free rules, but still have the books available. Put more of an emphasis on the narrative (books full of scenerios like AoS has) so we don't have people power gaming instead of playing for fun

This post is a rambling, capitalization-free, spelling-optional, swear-filter-dodging mess.
Could you do a better job of detailing exactly what will go in the petition? What are your specific grievances? To whom are you petitioning (Kirby, new CEO, GW)?

Yeah, I've been a big fan of the free PDF for rules only, then a nice book with pretty art and gak.
Put more of an emphasis on the narrative (books full of scenerios like AoS has) so we don't have people power gaming instead of playing for fun
Sure, more campaign books are nice, as are more generic missions and styles of play. But remember that 'power' gaming isn't an issue, and many of people are having plenty of fun. Write a good rule set and you get the best of all the worlds!
But yeah, free gak. Give.
